Uganda’s location in the Great Lakes region is strategic for providing assistance to refugees’. Since 1997, the Danish Refugee Council (DRC) has worked with refugees and internally displaced persons in Uganda.

From 2007 to 2012 Danish Demining Group (DDG) carried out land mine clearance in northern and western Uganda, based on which Uganda in 2012 was declared free of mines.

In 2010, DRC-DDG launched operations in Karamoja, where complementary Livelihoods and Armed Violence Reduction programs are taking place.

Currently, DRC-DDG is working in West-Nile, Northern Uganda, Western Uganda and Karamoja.

Overall purpose of the role:

Risk and Compliance Specialist (Code of Conduct Specialist) overall objective is to substantially contribute to the realization of business benefits through supporting DRC and its staff to uphold and safeguard the necessary standards of conduct and to avoid misconduct.

More specifically, the position will be responsible to bolster a culture and practice in DRC Uganda and among its staff and external stakeholders where:

  • All staff abide by DRC’s Code of Conduct and understand their individual and collective responsibilities to ensure this goal is achieved;
  • All suspicions of serious misconduct are reported and investigated fairly and effectively under the CoCRM; and
  • DRC learns from misconduct in order to improve its regulations and procedures as well as its enforcement and communication of them.

    Key Responsibilities:
  • Code of Conduct Focal Point
  • Facilitates, in collaboration with the responsible line managers, that all staff in the operation are trained in DRC’s Code of Conduct and what it means for them in their particular job function and risk environment.
  • Facilitates, in collaboration with the responsible line managers, that DRC’s stakeholders are informed
  • Facilitates, in collaboration with the responsible line managers and Accountability Focal Point, that DRC’s stakeholders have safe and trusted access to report suspected misconduct in confidence.
  • Oversees that the Country has a functional Intake Committee under their standard Terms of Reference and that vacancies are promptly filled and correct name details are communicated to the regional and global Code of Conduct Focal Points.
    Compiles information and recommendations regarding the implementation of DRC Code of Conduct and its reporting mechanism for inclusion in the Intake Committee’s annual report and ensures it is submitted for consideration by the Annual Review.
  • Ensures that compliance self-checks with respect to DRC’s Code of Conduct Quality Standards are done in a timely manner and identified gaps are followed up with recommendations and a clear work plan to implement them.
  • Liaises with other Code of Conduct Focal Points (HQ, region if relevant, and country) regarding the operation’s implementation of and compliance with the Code of Conduct.
  • Authorizing Officer in charge of administrative investigations
  • Formally receives and registers each incoming
  • Report of Suspected Misconduct (RSM) in DRC’s global online case tracking tool when the RSM
    is received.
  • Informs the Country Director immediately if the reported matter may constitute a risk to life or welfare or significant security, financial or reputational risks to DRC.
  • Forwards all RSMs to the Intake Committee, convenes, and services the Intake Committee in accordance with its procedures.
  • Submits referred RSMs to the applicable recipient, unless otherwise decided by the Intake Committee.
  • Conducts all communication with the Reporting Person (except investigative steps which are conducted by an assigned investigator) in accordance with templates provided in the Library of the online tool:

    Essential qualifications:

  • He/she will have No less than 7 years’ work experience working with NGOs or other International agencies on Code of Conduct, Risk and Compliance.
  • He/she should have Prior experience in supporting investigation and/or audit functions.
  • He/she will have experience in database management and the preparation of analytical/statistical reports.
  • He/she will have Proven competency to liaise professionally with senior managers, f
  • He / She will have Ability to work independently and without supervision.

  • Strong initiative and self-motivated, with a strong commitment to teamwork and humanitarian principles.
  • Ability to multi-task and cope with competing demands under tight deadlines.
  • Identify priority activities and assignments, adjust priorities as required.
  • Experience of leading the implementation of operational improvements and the persistence to achieve change in a challenging environment.
  • Ability to operate and think strategically, coupled with proven analytical skills and the use of these to problem solve and make firm decisions.
  • Aptitude and openness to change, with an ability to lead change management

    Duty station:

    Kampala with frequent travel to field locations, this is a non-family and unaccompanied positon.

  • 1-year contract possibility of extension, subject to performance and funding.
