Overall purpose of the role

  • The GBV Manager is in charge of the GBV programme implemented by DRC in Upper Nile State, and is based in Malakal.

  • The GBV Manager will be directly responsible for the implementation of GBV activities including both prevention and response activities and GBV staff supervision in various locations including Fashoda, Malakal, Panyikang, and Baliet counties of Upper Nile, South Sudan.

  • The role will include regular monitoring missions to these locations.

  • The GBV Manager is the lead for DRC in engaging with relevant actors on GBV and the coordination mechanisms at state-level, including the GBV sub-cluster in Malakal, and has a direct communication line with the Protection Coordinator at national level.

    Responsibilities

    To achieve the objectives of the position, the (GBV ) Manager is in charge of the following tasks:

    Programme Management and quality:

  • Contribute to the design of GBV projects for the Area Office under the guidance of the Protection Coordinator

  • Responsible for overall planning and timely implementation of GBV activities, ensuring adherence to DRC policies and procedures.

  • Ensure GBV guiding principles and approaches are adhered to in project interventions

  • Ensure GBV principles and guidelines are known and strictly followed by all GBV staff and ensure GBV activities are always implemented in accordance with international GBV minimum standards.

  • Overall responsible for rigorous application of project cycle management standards to achieve program quality in design, implementation, and monitoring; for example, strengthening data collection, in-depth reporting and analyses, monitoring accountability initiatives, and documenting the impact of DRC presence in the field.

  • Initiate prevention and response activities based on community recommendations including implement SASA! methodology prevention activities.

  • Build capacity of staff in GBV prevention and response through regular trainings, on the job coaching and mentoring This includes providing specialized trainings for staff, including (but not limited to): case management, GBVIMS, PSS, GBV mainstreaming, GBV prevention approaches for the community, economic empowerment initiatives.

  • Ensure WGFS are designed and operate according to international standards;

  • Actively collaborate with the protection, shelter, FSL, and camp management colleagues to seek program synergies and opportunities for innovative integration and to ensure comprehensive assistance to the persons of concern.

  • Contribute to mainstreaming protection efforts across DRC programs including lead on internal protection mainstreaming initiatives at the state level

  • Monitor and analyse main GBV concerns and advocate with relevant stakeholders with the aim of mitigating risks.

  • Work with the Area manager, Technical Coordinator, Grants Manager and other Program team members to contribute to new project development, including preparation of narrative and budget proposals.

  • Lead the team in preparation of detailed Annual, Quarterly and Monthly Work plans and conduct regular project reviews.

  • Ensure timely and quality preparation and delivery of weekly, monthly, quarterly and annual progress and donor reports.

  • Spearhead all PSEA related campaigns/sensitizations and build the capacity of the GBV staff and partners on SEA in addition to actively participating in the interagency PSEA Taskforce at Malakal-level, jointly with the Protection team.

  • Work closely with other stakeholders (Child protection, WASH, FSL, Education, Health, etc) in Malakal to ensure GBV is mainstreamed in all the sectors, and protection concerns are safely referred and responded to.

    Budgeting, Budget expenditure and Budget Tracking

  • The GBV Manager is the budget holder for the GBV projects and shall approve financial and procurement transactions within DRC set guidelines and ceilings and donor contractual agreements.

  • Compile monthly cash monthly forecasts for the GBV project and track budget expenditures to ensure timely utilization of funds vis-a-vis work plans and implementation schedules, and adjust budget forecasts when needed.

  • Guide the team in preparation of procurement plans for GBV project activities and coordinate with the Area Office Logistics personnel for their submission to Juba for procurement and shipment to Field Office.

  • Track procurement plans on weekly and monthly basis and provide feedback
    to procurement offices at the Area and Juba offices for corrections and adjustments.

    Human Resources and Administration:

  • Overall responsibility for managing the Area office GBV staff including ensuring positive and collaborative working relationships in line with DRC's Code of Conduct and assessing staff capacity to provide or recommend relevant training or coaching as needed.

  • Mentor and supervise a team of national staff providing GBV prevention and response services, and ensure quality control.

  • Initiate and take the lead in the recruitment of the GBV programme staff and, in coordination with the HR department, ensure that competent personnel are recruited for the program.

  • Conduct Performance planning and appraisal for staff, identifying areas for capacity building and training as well as nationalization. Contribute actively to the evolution of the country office nationalization strategy and policies.

  • Carry out GBV protection staff skills needs assessments, prepare annual capacity building and training plans in consultation with Area manager and HR Officer/Manager and oversee the execution of the plan.

  • Ensure timely and effective staff recruitment and induction processes, and regularly review staffing structures and staff deployment plans ensuring appropriate gender balance, paying sensitivity to ethnic contexts and expanding opportunities for nationalization.

  • Support the HR in ensuring all staff is well versed on the DRC's Code of Conduct, accountability, respectful dialogue with the IDPs, and prevention of sexual exploitation and abuse.

    Coordination and Representation:

  • Represent DRC and actively participate in various cluster, coordination, and other meetings relevant to GBV issues.

  • Liaise with partners, local authorities, and communities whenever it serves the objectives of the program in the area of protection/GBV.

  • Share monthly GBVIMS reports with GBVSC coordinator.

  • Forge strong information and experience sharing communication lines with protection teams in Malakal and other DRC South Sudan locations.

  • Perform other relevant duties assigned by the Protection Coordinator or Area Manager.

    About you

  • Post- graduate degree in psychology, social work, law, or similar area; Certification as a psychosocial counselor will be an advantage

  • At least 5 years working experience with international humanitarian programs and project management, ideally in displacement situations, in the sector of Gender Based Violence;

  • At least 4 years technical experience in VAWG or GBV with specific focus on women and girls;

  • Proven understanding and experience applying GBV guiding principles and approaches as well as implementing the GBV minimum standards within projects;

  • Proven advocacy skills and experience with engagement on protection issues within the humanitarian infrastructure; has knowledge of and experience in engaging the cluster system in IDP camps or coordination mechanisms in refugee camps;

  • Experience conducting GBV trainings and case management trainings for national staff;

  • Experience using the GBV Information Management System;

  • Knowledge of GBV Prevention tools and initiatives, such as SASA! is an advantage;

  • Experience in project cycle management, including proposal writing, budget management, and donor reporting;

  • Excellent computer and IT skills, and strong protection data management skills;

  • Strong communication and writing skills;

  • Strong team leadership and conflict resolution skills; cultural sensitivity, consensus team building, and adaptability will be considered a strong asset;

  • Ability for rapid analysis of complex issues, strong decision-making, and translation of programmatic learning and priorities into operational strategies;

  • Excellent interpersonal skills, cross-cultural communication and ease in managing a multi-ethnic team;

  • Good team leadership and conflict resolution skills, consensus team building, and adaptability;

  • Experience delivering programs to tight deadlines;

  • Fluency in written and spoken English language;

  • Ability and willingness to work in very remote and isolated location with limited resources and possible security risks;

    Desirable qualifications

  • Consistently approaches work with energy and a positive, constructive attitude;

  • Prior experience in South Sudan an added advantage

  • Self-motivated and able to work with a minimum of guidance and supervision

  • Experience working in security-sensitive environments and enforcement of team security protocols is an asset.
