IntroductionThe Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.
With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.
Overall Purpose of the Role:
Under the management of the 4Mi Project Manager, the 4Mi Specialist for Ethiopia is in charge of the implementation of 4Mi data collection project in country. This includes liaising with the data collection partner to implement the standard 4Mi survey with people on the move in Ethiopia, as well as the Returnee survey.
He/she provides translation of tools and trainings on tools & methodology, supervises data collection with the support of a regional Information Management Officer, ensures the respect of the methodology and ToRs from the data collection partner, coordinates with MMC in East & Southern Africa on strategic development of activities in Ethiopia, and supports MMC operations in Ethiopia. Occasionally, he/she contributes to qualitative data collection, the analysis of data and writing of the research outputs.
Responsibilities
Team and quality management
Responsible for the daily supervision of the 4Mi operations in Ethiopia and ensuring a high level of quality in data collected; under the responsibility of the 4Mi PM
Training of data collection partners on tools & methodology, in coordination with the 4Mi regional team
Liaises on the activities of the data collection partner in Ethiopia in coordination with the 4Mi Project Manager
In coordination with the 4Mi regional team, ensure the development of adequate tracking, monitoring and internal communication tools;
Work closely with support departments to ensure the partner is contracted and paid in timely fashion
Responsible on sending weekly updates to the enumerators on their submissions and to feedback on their surveys, based on the weekly validation prepared by Information Management Officers.
Proactively contribute to the 4Mi strategy in Ethiopia and in the region;
Take initiative in proposing improvements to existing tools.
Take the lead in proposing creative solutions when meeting challenges in project implementation;
Coordination
Daily monitoring and reporting of relevant information that might affect the smooth implementation of project activities in the country;
Report any security updates to the 4Mi manager and DRC security focal points and ensure dissemination of information to the enumerators.
Occasionally represent MMC at coordination meetings with DRC teams or humanitarian partners working on Ethiopia;
Communicate on MMC’s activities to DRC programme teams;
Research
Occasionally, contribute to the design of qualitative and quantitative questionnaires, conduct fieldwork and contributes to data analysis and report writing;
Stay up-to-date on the latest mixed migration research in Ethiopia;
Other
Any additional tasks in support of the 4Mi project.
Experience and Technical Competencies: (include years of experience)
At least 2-year experience in data collection, conducting surveys or other research activities;
Demonstrated knowledge and understanding of mixed migration issues, particularly within the Ethiopia context;
Outstanding intercultural communication skills
Proficiency in IT systems, including android-based applications;
Outstanding organizational skills;
Excellent ability to work under minimal supervision and strong problem-solving skills;
Enthusiastic about learning, excellent interpersonal and communication skills;
Strong verbal and written communication.
Sensitivity to issues affecting refugees and migrants in Ethiopia
Education (include certificates, licenses etc.):
Preferably Master’s degree in a relevant field, including but not limited to research methods, international development, migration studies or business administration.
Languages: (indicate fluency level)
Written and verbal fluency in English and Amharic
Working proficiency in other languages spoken in Ethiopia an asset
