The Ethiopia Humanitarian INGOs (HINGOs) included over 70 international humanitarian agencies.

The HINGO Steering Committee are elected representatives of the Ethiopia HINGO Forum.

The HINGO Forum exists for the purpose of strengthening principled humanitarian response through: coordination, information sharing, advocacy, policy/position paper production, government/donor/UN engagement and engagement on other vital issues regarding humanitarian relief, recovery and development.

The NGO Platform Manager is a management position reporting to the Steering Committee but administratively responsible to DRC Country Director.

This role is responsible for facilitating coordination among members of the HINGO Forum, the elected Steering Committee, and external stakeholders.

The HINGO Forum Director is also responsible for the general management of the HINGO Forum, its secretariat and providing support also to the THINGO in Tigray.

The NGO Platform Manager supports the work of the HINGO Forum in Addis although travel will be expected at least 30% to different regions.

About the Job

Your Main Duties and Responsibilities Will be:

Strategic Support to the Steering Committee and the HINGO Forum

  • This will be achieved through consistent and close management of the HINGO secretariat, budget management, report writing, development of advocacy messages, policy documents, infographics and sharing information through a variety of media which will create a cohesive impactful HINGO engagement with relevant responses for relevant stakeholders

  • Support the Steering Committee to develop strategic annual priorities and engage closely with them to ensure there is alignment and review with the HINGO community

  • Provide Steering Committee and members synthesized analysis on both political and security concerns and updates in a monthly bulletin and at the monthly Forum meeting

  • Provide a conduit for the UN, government, donor representatives and other stakeholders to communicate and coordinate with HINGOs.

  • Along with the HINGO Steering Committee, represent the HINGO community at high-level fora including UN forums, multi-donor meetings and other representative bodies as required. Issues will be agreed in consultation with the Steering Committee.

    Coordination and Communication

  • Organise HINGO Forum and HINGO Forum Steering Committee meetings, draft agendas, invite external speakers and follow up on relevant action points as required.

  • Ensure the dissemination of written feedback from various meetings is collated and shared with the HINGO community

  • Coordinate visits of advocacy groups, researchers, donors, and partners working on Ethiopia

  • Ensure the research, documentation and sharing of lessons learned/best practices on strategic or operational issues and actively share information with the Civil Society Forum, CCRDA and other coordination platforms

  • Ensure representation at critical cluster meetings ensuring key messages are shared and activities and advocacy messages are coordinated and consistent

  • Conduct surveys and produce infographics relevant to inform stakeholders on HINGO priorities, concerns, advocacy points

    Partnership Relations

  • Provide an accessible first point of contact for general inquiries regarding the work of HINGOs in Ethiopia and orientation to incoming
    CDs

  • Coordinate closely with the Civil Society Forum to ensure that there is equal dissemination of information for all parties

    Human Resource Management

  • Oversee recruitment, provide supervision, leadership and direction, in the management of the HINGO Forum’s secretariat and provide support as necessary to the THINGO secretariat also

  • Lead regular internal coordination meetings and ensure staff support as required

    About You

    To be successful in this role we expect you to possess the following:

  • Postgraduate qualifications in international relations, political science, or other relevant field

  • Minimum seven years of progressive international experience working with UN, NGOs and/or Donor agencies preferably with experience in fragile and post-conflict contexts at senior leadership/management level

  • Demonstrable political awareness and strong analytical skills

  • Demonstrated coordination experience in multi-agency forums

  • Demonstrated leadership and management skills

  • Significant experience in the development of advocacy, policy and key messaging documents

  • Documented skills in developing proposals, budgets and reports

  • Strong understanding of the UN system, integrated missions, the Humanitarian Reform and principles of the Transformative Agenda

  • Significant understanding of complex emergencies and crisis contexts

  • Proven communication, public speaking, interpersonal and negotiation skills

  • Fluency in written and spoken English is required

  • Previous work experience in East Africa is preferred

    Salary and other conditions are offered in accordance with DRC’s Terms of Employment for international staff or DRC National Staff salary scale.
