DRC Endline Evaluation of COVID-19 Response Project in Nairobi and Mandera Jobs in Kenya
Description Through DANIDA funding, DRC has been implementing a six-month protection and livelihood response project in Mandera and Nairobi. The main objective is: to limit transmission of COVID-19 virus and mitigate the impact of the pandemic for the urban and peri-urban refugees, IDPs and host communities in Nairobi and Mandera. Immediate objectives of the project are:
Spread of COVID-19 mitigated through training of health volunteers, awareness raising on COVID-19 prevention and distribution of PPE and hygiene promotion materials
Households are cushioned from adverse socio-economic effects of COVID-19 through unconditional cash transfers and targeted livelihood recovery support
Families/ individuals affected by COVID-19 access mental health support services
The project targeted 17,500 individuals in Mandera and Nairobi. The project was implemented in Nairobi and its peri-urban areas; and Mandera County focusing on areas where the Danish Refugee Council (DRC) is present – Mandera East, Mandera North and Banisa sub-counties.
Scope of Work
DRC is seeking consultancy services for the endline evaluation of the COVID-19 response project. The main objective of this evaluation is to document the overall performance of the project against set objectives and outputs as defined in the project document and logical framework. The evaluation will also seek to document any lessons learned, expected as well as unexpected results or changes within and outside the project that impacted project delivery and outcomes.
Intended users of the evaluation findings include DANIDA, DRC protection and livelihood sector working groups in the project locations and globally. The findings will inform inter alia:
Design / adaptation of interventions to link emergency assistance to early recovery programmes.
Future design of emergency protection and livelihood interventions for similar situations.
Global learning on DRC’s COVID-19
response and areas for improvement.
Reflection and peer learning at the project closeout meeting and a lessons learned note.
Qualifications
The evaluation consultant or firm should meet the following requirements:
At least four years’ experience in evaluating emergency response and recovery programmes, in particular cash assistance, livelihood protection/recovery, information campaigns
Extensive expertise in conducting evaluations for integrated emergency response programmes that include protection components (case management, GBV and child protection response and PSS etc)
Proven experience in conducting evaluation studies with humanitarian organisations
Advanced degree in social sciences or another relevant academic discipline with extensive experience in evaluating projects in these fields
Proven experience of using participatory methods for data collection and analysis.
Knowledge of ICT tools for mobile data collection
Excellent spoken and written communication skills in English. Knowledge of languages of the local communities is an asset
Excellent skills and ability to articulate ideas in a clear and accurate manner including the ability to prepare reports. Good data presentation and visualization skills.
Strong interpersonal skills, analytical skills and ability to establish and maintain effective working relations
The consultancy firm / individual consultant is registered under the law of the country
