About the Position

In anticipation of USAID/West Africa’s Strengthening Regional Peace and Stability Program, Dexis is looking for MEL/CLA Manager candidates to develop the design and implementation of a comprehensive monitoring, evaluation, and learning plan and systems for the project. This five-year USAID funded project in West Africa will have a budget of $45-49.5 million.

The anticipated goal is to support the efforts of West Africans to address the risks of instability from democratic backsliding and from conflict, and prioritize targeted conflict and violence prevention, peacebuilding, and preventing and countering of violent extremism (P/CVE) interventions.

The MEL/CLA Manager leads M&E, research, analysis, and reporting in support of the project’s strategy and USAID’s information needs. They manage MEL tools, the MEL system within the CLA framework, and any third-party MEL support. The MEL Manager will be located in Accra, Ghana with regular, frequent travel within the region. This position will report to the Chief of Party (COP).

The availability of the position is contingent upon award to Dexis Consulting Group. Selection of final applicant is subject to USAID approval.

Responsibilities

  • Develop project MEL plan, tools, and systems and oversee all project-level monitoring, evaluation, and learning in close collaboration with the COP.

  • Integrate Collaborating, Learning, and Adapting approach to collect, interpret, and apply data and learning to demonstrate impact and progress, and inform adaptation of project activities.

  • Ensure the strong correlation between monitoring partner and project performance, learning, and adaptive management.

  • Develop and supports implementation of participatory methodologies to monitor program quality for performance and results.

  • Produce required MEL reports to COP and client.

  • Lead annual sessions with entire program to pause and reflect on goals, results and program direction

  • Support the development and implementation of learning agendas with team to inform future activity design and adjustments to implementation.

  • Contribute to the design and oversight of any
    research activities.

  • Train staff and stakeholders on the MEL plan, tools, and strategies.

  • Promote dissemination and lessons learned by the project team and partners.

  • Supervise MEL Officers and local level consultants.

  • Other duties as assigned.

    Qualifications

  • Master’s degree with 7 years of work experience or a Bachelor's degree with 10 years; degrees in international development, evaluation, statistics, or related field.

  • Minimum eight (8) years of demonstrated experience in monitoring and evaluation, data analysis,, performance management plan development, participatory data collection methods and protocols, and data quality verification techniques for large development projects.

  • Technical expertise in peace promotion, countering violent extremism, conflict mitigation, governance-related programming, preferably including previous experience in Francophone Africa.

  • Experience organizing trainings and workshops on organizational learning and knowledge management, with USAID, implementation partners, and other participants. Experience with data management platforms.

  • Experience supporting learning, collaboration, and organizational change management.

  • Informed about current programming in the region related to democracy and governance, peacebuilding, and conflict mitigation in the region.

  • Deep familiarity with West African context, including with USAID and Mission operations.

  • Experience with USAID funded programs and knowledge of USAID evaluation policy and program cycle and learning methods strongly preferred.

  • Professional level of oral and written fluency in English and French required.

  • Ability to travel internationally frequently.

    Preferred Requirements:

  • Professional proficiency in West African local languages.
