Job DescriptionOverviewStrengthening Host and Refugee Populations in Ethiopia (SHARPE) aims to increase livelihoods opportunities for refugees and host communities using the market systems approach.
SHARPE will operate in 3 locations in Ethiopia, Jijiga, Dolo and Gambella, with a coordinating office in Addis. The programme is expected to last for 3.5 years.
Role and responsibilities The procurement and logistics officer is responsible for ensuring all the procurement and logistics needs of the project are met – working closely with the hub office teams in Gambella, Dolo, and Jijiga as well as providing direct support to the team in Addis.
This will include ensuring securing and management of vehicles, office(s), and equipment, support to the obtaining of visas, and procurement and logistics for events and activities for the programme.
Manage the procurement of programme equipment and supplies – including office and programme equipment – ensure procurement is conducted as per SHARPE’s Finance and Operations manual and SHARPE’s schedule of authority
Ensure SHARPE procurement systems are utilised and up to date.
Review all vendors and contractors’ invoices and financial reconciliations against project contract budgets, and confer with the Finance Manager, Finance Director and Team Leader on any queries before contacting the vendor and contractor.
Maintain up to date spreadsheet of vendors and contractors’ invoice submissions
Conduct vetting and due diligence of suppliers and vendors prior to engagement.
Support the Finance and Admin officer in maintaining the asset register and inventory of
the project.
Ensure the office(s) and housing (as appropriate) for SHARPE is identified, renovated, and appropriate, act as liaison for landlord(s) ensuring payments are up to date and invoices are correctly managed; ensure renewals are effectively managed and issues identified and resolved
Ensure the safety and security of SHARPEs project buildings.
Oversee the development, implementation, and coordination of office equipment
Facilitate the provision of efficient transportation service
Ensure all staff members have logistics support including flights, visas, accommodation for all trips
Work closely with the Finance and Admin Officer to ensure appropriate agreements established with hotels, taxi firms, or vehicle rental and other frequent suppliers where necessary procurement service providers and ensuring continuous high standard of supplier delivery for these services
Provide logistics and procurement for all events conducted by SHARPE team such as trainings and workshops – including identification of suitable premises, service providers and other logistics support.
Prepare procurement orders, follow-up shipments forwarding and clearance and ascertain availability of transport for delivery to users;
Provide any other logistics and procurement support as requested by the Finance and Operations Manager and the wider SHARPE Management team.
