Job DescriptionThe Sustainable Land Management Program (SLMP) is one of the Flagship programs of the Ministry of Agriculture and Natural Resources of the Ethiopian government.
It has been designed under the long-term (2009-2023) Ethiopia Strategic Investment Framework for Sustainable Land Management (ESIF) and the Agricultural Sector Policy and Investment Framework (PIF).
Both are designed to strengthen domestic and foreign support as well as planning of investments that contribute to Ethiopia’s agricultural growth and development agenda for addressing issues related to the existing challenges related to land and water resources.
The European Union (EU) support to the Sustainable Land Management Project/EU support to SLMP (2016 - 2020) is an area-oriented landscape management project dedicated to increasing the productivity of land through implementing climate resilient sustainable land management technologies thereby improving the livelihood of targeted community contributing to the development and environmental goals of the flagship program, SLMP of Ethiopia.
The project follows a new approach that operates concentrating on geographically distinct priority areas known as ecoregions specifically the Bale Mountains National Park (BMNP) and Yayu coffee-forest Biosphere Reserve (YCFBR) areas named as Bale ecoregion (BER) and Yayu ecoregion (YER) respectively.
In both ecoregions, even the core zones are insufficiently protected from human activities and livestock movements while economic activities are allowed within defined limits in buffer and transitional zones.
In order to fulfill the monitoring and evaluation needs for intended goals, the project needs to recruit proficient consultant/personnel with specific expertise as stipulated here under.
Responsibilities
The Monitoring and Evaluation advisor will be responsible for the following duties
Develop and implement tools for results-based monitoring of the project progress and achievements based on the overall M&E framework
Support and guide data collection in the field in coordination with all relevant stakeholders
Develop and implement tools for data management
Implement and coordinate data collection, processing and analysis for baseline and endline studies and constant follow-ups
Collate and analyze progress data and present in a timely manner in line with reporting schedules and as need arises in the course of project implementation
Plan and guide national and international short-term experts for PM&E
Produce progress reports
Provide relevant inputs for reporting beyond EU Support to SLMP
Implement and coordinate evaluation of project impact
Tasks
The Monitoring and evaluation advisor will perform
the following tasks:
Facilitate capacity building initiatives of staff and partners on M&E processes within the project
Assist the project Government partners on planning and Result based monitoring and evaluation
Liaison and share Monitoring and Evaluation information with relevant partners
Work closely with the project coordination units and relevant partners
Perform other duties and tasks at the request of management.
Job Requirements
Required qualifications, experiences and competences:
Master’s Degree or equivalent in applied social sciences, development economics, socio-economy, rural development or related subject
Minimum of 5 years professional experience in PM&E, preferably acquired in rural development projects
Proven record of establishing M&E systems
Thorough experience in application of participatory approaches
Thorough knowledge on planning methods
Good English language skills, both written and oral.
Knowledge of the local language (Affan Oromo) is an asset.
Experience in data collection, statistical analysis, qualitative research, and dissemination of results
Excellent communication skills to handle stakeholders with different interests, practice active listening as core principle of advice, capability of concise and coherent reporting along standard formats
Excellent computer skills esp. Microsoft Office and statistical software packages commonly used for data analysis, Power BI and GIS applications
Knowledge and understanding of SLMP guiding documents (PIM, RMB&E, CBPWDG, Exit Strategy, etc.)
High degree of initiative, integrity and accountability
Flexibility and ability to work under pressure.
Capacity to work in teams and conflict management skills.
Solution orientation
Good communication, interpersonal skills and team spirit
The following further knowledge and additional competencies have good credit for selection
Excellent knowledge of the GIZ rules and regulations
Proven Knowledge of virtual communication particularly MS Teams
Good understanding and knowledge of the MoA and other development partners (the World Bank and KfW)
