BackgroundThe programme on Qualifications and Employment Perspectives for Refugees and Host Communities in Ethiopia (QEP) has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) in December 2017.
The programme is part of the German Special Initiative on Displacement and seeks to provide better vocational training and employment perspectives for refugees and host communities in Ethiopia.
The programme leverages the potentials of TVET for integration. Implementation will take place in Addis Ababa, Somali Region, Benishangul-Gumuz, Gambella and Tigray.
QEP works on three output levels and seeks to (1) increase the quality of technical and vocational training (TVET), (2) broaden the opportunities of TVET available to the target groups and (3) foster entrepreneurship and exchange formats for employment.
QEP works together with the public TVET system and tries to extent the standards of the Ethiopian TVET system to TVET opportunities available for refugees and host communities.
A rather new implementation area for the programme is Tigray region, with a special focus on the area around Shire. The programme officer will play a major role in preparing the programme implementation in different areas of Tigray region, develop activities further, build a reliable cooperation network and keep close relations as well as coordination among various stakeholders and implementing bodies.
The programme officer will be based in Shire, steers and ensures the satisfactory and timely implementation of activities in Tigray. The programme officer works with the programme coordinator in Addis Ababa regarding the conduct of activities in Tigray region and will also cooperate with further programme officers and advisors in Addis Ababa office.
The programme officer functions as the focal point of QEP in Tigray and ensure excellent cooperation and coordination with relevant private, government and non-government stakeholders.

Duties and Responsibilities TVET Bureau, at the TVET College Shire, further TVET Colleges and other relevant (government) offices (eg. Urban Job Creation Agency) to ensure successful programme implementation
Communicates clearly the objectives of the programme among regional stakeholders, raises their awareness and commitment to the programme and shared objectives
Develops approaches and procedures to “put activities on the ground” (operationalization of concepts and activities into concrete action on the ground)
Drafts ToR and further preparation documents to prepare and organize cooperation with government partners, consultants, and other third party service providers
Cooperates, regularly communicates and updates programme coordinator on the progress of activity implementation in the region
Initiates, steers and monitors the
implementation of activities in cooperation with partners and stakeholders
Facilitates and supports consultants and other service providers to fulfill their respective assignment
Contributes to the documentation of successful approaches to further document and develop generally applicable approaches of delivering TVET to displaced communities in remote contexts
Collects relevant data from TVET Bureau, TVET Colleges, and further partners and stakeholders and provides them in appropriate form (word, excel) to QEP office Addis Ababa
Explores and develops cooperation concepts with local and regional industries as well as Chambers of Commerce and other relevant actors of organized industry / private sector
Supports government and non-government stakeholders in fulfilling their role within the overall cooperation system of the programme (including facilitation and implementation support of financing agreements and other modes of cooperation)
Addis Ababa and connects respective PR staff with the “faces behind the story”
Organises regional conferences/events and facilitates national and international visits in the region
Takes on a variety of further tasks in a flexible manner upon request of the programme coordinator
Job Requirements
Requirements
College or University Degree in Social Sciences (eg. educational science, political science, public management/policy, economics, business science, or related fields)
Minimum of 5 years relevant occupational experience.
Experience in organising and steering complex processes that involve a variety of stakeholders and require a high degree of coordination
Excellent knowledge and network of regional government, non-government and private (especially business) stakeholders related to vocational training, employment creation and refugees
Ideally experience of working in and/or with (private) businesses and industries
Theoretical and/or practical experience related to the Ethiopian TVET system
Experiences in designing and conducting job creation measures
Experience in cooperating with or working in Ethiopian government offices, agencies, NGOs and ideally international organisations
Ideally experience in working within the field of refugee assistance and / or migration
Very good language skills in English (writing, speaking, listening)
Very good language skills in Tigrinya and Amharic (writing, speaking, listening)
Very good skills in using Microsoft Office (Excel, Word and Outlook)
Very good communication skills and ability to work in an intercultural team
Flexibility and preparedness to perform a changing array of duties according to the needs of the programme
Preparedness to work with a high amount of time and output pressure
