GIZ- STEP Programme
BackgroundIn the past years, technical and vocational education and training (TVET) and higher education (HE) sub-sectors in Ethiopia have expanded considerably.
University enrolment has increased from around 200,000 students in 2007 to almost 800,000 in 2018. The number of TVET institutions between 2011 and 2015 increased from around 500 in 2011 to more than 900 in 2015.
In 2015, more than 350,000 learners were enrolled in TVET courses. However, the trade-off of this rapid expansion of vocational and higher education is its low quality and labour market relevance.
Education institutions are challenged when it comes to providing sufficient infrastructure, ensuring teacher quality, maintaining high standards and producing graduates who meet the demands of the labour market.
In order to tackle this challenge, the Ethiopian government has prioritized the improvement of the whole education system, thus ensuring quality and labour market relevant education.
Additionally, in line with the country’s aspiration to become a middle-income economy until 2025, the Ethiopian government implements the delivery approach across the country setting an ambitious goal for the TVET and HE sub-sectors which is to achieve a degree-relevant (self-) employment within 1 year after graduation for 80% of university and 90% of TVET graduates.
For many years, the German government has supported TVET and HE reform activities in Ethiopia which have resulted in the set-up of a solid framework of strategies and concepts.
GIZ with its programme on sustainable training and education (STEP) is therefore commissioned by the German government to support Ethiopia in addressing the key challenges of improving the quality and relevance of vocational training and university education.
The first phase of STEP (2014 – June 2018) put in place the institutional framework in both TVET and HE sub-sectors. STEP II (July
2018 – June 2021) will build on the achievements of STEP I while expanding the project activities to the regions ensuring implementation of the reforms on the ground and strengthening the capacities of key actors to improve their performance.
In addition, STEP II focuses on employment creation through improved multi-stakeholder dialogue mechanisms in the labour market and concrete short-term skill-upgrading measures. The overall objective of STEP II is to bring more graduates of HE and TVET into employment.

ResponsibilitiesThe intern is responsible for the following points:
Plan and prepare meeting schedules/workshops among education institutions (TVET Colleges, Universities), HIP companies, international experts, and with other stakeholders
Closely work with GIZ STEP Hawassa team on relevant topics
Prepare reports and documentation by properly analyzing data
Support internship, cooperative training and career service center related activities
Regularly follow-up activities of the program with HIP companies, Investors Associations, and education sectors
Required qualifications, competences and experience
Qualifications
University Degree
Fluent in written and spoken English
Technical background: economics, business, engineering and similar fields of study
