BackgroundAs German organization for international development cooperation with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives. GIZ promotes complex reforms and change processes in more than 80 partner countries.
In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.
The Second Ethiopian Growth and transformation Plan (GTP II) assigns a key role to the education sector for accelerating economic growth, achieving developmental goals and becoming a middle-income country by 2025.
The Ethio-German Sustainable Training and Education Programme (STEP), co-financed by the European Union and the Norwegian Agency for Development Cooperation (NORAD), improves the employment prospects of young Ethiopians by promoting quality and relevance in vocational training and higher education.
The programme establishes strong linkages between the education and the private sector to support the development of a modern education system geared towards employment and economic growth.
The programme supports the agro-industrial development of the country through the development of long- and short-term trainings in the agro-processing parks and the establishment of agro industry incubator units. Currently GIZ-STEP would like to recruit a qualified Contract officer as per the details below:

ResponsibilitiesThe contract officer professional is responsible for the following points:
communicate with the GIZ country office and GIZ headquarters concerning all matters of service procurement and contracting (incl. service contracts, grants, financial agreements, local subsidies, etc.)
follow up on the status of the contracting processes of the program with country office and headquarters
develop and apply monitoring tools to follow up on the status of contract processes
Monitor and control financial settlement of the contract and monitor the financial disbursement of the contracts
support program staffs in preparation of contract documents and inform program staff on time about the status of contracting, particularly in the event of delays
The Contract professional performs the following tasks:
Tasks
1. Contracting (individual, consulting firm contract including Financing and local subsidy agreements)
Support in the preparation of contracts and to develop and implement contracts in the program office for amounts assigned to the program office as per GIZ rules and regulations.
Monitoring and follow-up contract status with the Country office/Head quarters
Coordinate all requests of components and ensure that the requests include all necessary documents for contract process and to check the plausibility of contract service request
Processes complaints
from project staffs
To give guidance and orientation to partner grant recipients from GIZ.
Assist with preparation of important documents to process a contract
To contribute to the development and proper maintenance of contracting Policies and procedures with in the program office.
To contribute to the Team’s effectiveness in the program office by helping to develop and share good practice on the contract process Liaison with the GDCO/Head Quarters.
To provide specialist advice and guidance on contracting and related issues to the program office staffs
Manage the filing, storage and security of contractual documents
To focus on Customer services and respond to customer inquiries regarding contract process
2. Financial Aspect of the contract
To assist contractors in filling proper format for contract invoice and follow up on the payment process in the project, country office and Head quarters
To make sure and follow up on proper closing of contract values
Follow up on outstanding open contracts in the monthly receivable overview of the program
Follow up on the settlement of local and international grant agreement, Financing agreement and Local subsidy of the recipients on plausibility check on the settlement document
To give guidance to the recipients of grant agreements, Financing agreement and local subsidy on the financial settlement documentation
Job Requirements
Required qualifications, competences and experience
Qualifications
BA in business administration, business in Law, recognised commercial diploma in business administration
Professional experience
At least 7 years’ professional experience in a comparable position in GIZ or similar organisation
Experience in contract preparation and contract management
Other knowledge, additional competences
Outstanding knowledge of Contracting
Knowledge of national and international contract law and regulations
Knowledge of GIZ internal rules and regulations
ability to work under pressure
very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
very good knowledge of the European language widely used in the country, ideally a knowledge of German
willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
