GIZ- eTex Program

Background

Sustainable Textile Program (eTex) is a program from GIZ development cooperation working on sustainability of the textile and garment sector in Ethiopia promoting social and environmental standard together with public and private sectors.

These standards help the sector to engage or to be competitive in the global market and international buyer’s specification and requirement.

Now the program is working with different stakeholder to create sustainable environment and better working condition in the sector.

eTex together Dow Chemicals and ZDHC (Zero Discharge Hazardous Chemical) developing public private partnership Program (DeveloPPP) on sustainable Chemical and Waste Management in the fashion industry in Ethiopia.

This project is co-funded by Dow Chemicals and GIZ, will be implemented together with ZDHC. The aim of this joint project is to develop capacities for a safer and more sustainable chemical management in the textiles industry in Ethiopia.

To achieve this, the project partners will cooperate with Ethiopian Institute of Textile and Fashion Technology-EiTEX which is under Bahir Dar University to enhance knowledge and build capacity on chemical management with 500 students.

Furthermore, the joint project will capacitate Business Development Service Providers to give trainings in chemical and waste management to textile and garment manufacturers to increase their in-house capacities to support the following target groups.

Bahir Dar University (Ethiopian Institute of Textile and Fashion Technology-EiTEX) lecturers and student.
Training for textile and garment factories (at managers and operators’ level).
Business development service providers Trainers and Advisors (BDS).
GIZ Ethiopia (eTex) are looking to recruit an Advisor to join as per the detail below.

Position: Advisor, Chemical and Waste Management

Responsibilities

  • Provide effective communication and coordination between the project team and key stakeholders
  • Work with GIZ and ZDHC and DOW to ensure the project is aligned with the project goal. Leads effort to draft and/or update the action plan and financials, ensuring the projects needs are appropriately documented.
  • Communicate progress, deviations and other significant project developments to the key business and engineering partner stakeholders
  • Appropriately utilize all applicable work processes and best practices (GIZ internal process, authorization, etc.).
  • Develop project studies and scope / cost alternatives to support project requested evaluations.

    Responsible for managing project scope.

  • Ensure the work package Plan is implemented.
  • Manage and approve critical decisions throughout project execution.
  • Rigorously use and enforce a project change management program (scope / criteria management)

    Responsible for managing project cost

  • Manage the project spending within the approved (authorized) budgets.
  • Analyze and communicate
    the impact of external influences that may affect the project cost.
  • Ensure the project cost estimate adequately represents the scope.
  • Develop and track annual spending plans – communicate appropriately
  • Ensure project follows Ethiopian and GIZ requirements.
  • Identify and communicate cost risks

    Responsible for managing project schedule

  • Develop and align the master project schedule with Project objectives. If this is not possible, communicate the risks, mitigation plans and probability of success.
  • Ensure base-line schedule key project milestones are met.
  • Analyze and communicate the impact of influences that may affect the project schedule.

    Responsible for project transition to University and BDS

  • Ensure the project startup is smooth, according to plan and meets the needs of the plant operations team.
  • Assure project execution plans align with plant turn-around schedule / plans.
  • Ensure project closure is complete – includes transfer of documents to plant library, as-built drawing updates, cost center closure, closure report, lessons-learned documentation, etc.

    Responsible for management of project human resources

  • Work with resource leaders to secure project resources, as required.
  • Identify, document and fill project roles and manage exceptions per the work process
  • Provide coaching and mentoring to team members.
  • Intervene early and appropriately when team member performance issues arise.

    Responsible for project EH&S performance

  • Meet project EH&S goals, including GIZ standards
  • Work with manufacturing, engineering resources, site leadership, etc. to identify and resolve EH&S issues early.

    Job Requirements

    Required qualifications and competencies

    Education

  • University degree in Chemical/ Textile engineering and Experience in textile and wet processing company. Master’s preferred.

  • A minimum of 5 years’ experience.

  • Fluent in English both in speaking and writing.

    Professional Experience

  • initial experience (internship or similar) in the area

    Further Knowledge

  • good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, Access or other database programme)
    good knowledge of the European language widely used in the country, ideally a knowledge of German
  • experience of project management and research experience in an area related to the project’s/programme’s requirements is desirable
    willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
