GIZ-SURED NSA ProjectAs an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development policy objectives.
GIZ promotes reforms and change processes. In Ethiopia, GIZ has been working for more than 50 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.
The Sustainable Land Management Program (SLMP) is one of the Flagship programs of the Ministry of Agriculture and Natural Resources of the Ethiopian government.
It has been designed under the long-term (2009-2023) Ethiopia Strategic Investment Framework for Sustainable Land Management (ESIF) and the Agricultural Sector Policy and Investment Framework (PIF).
Both are designed to strengthen domestic and foreign support as well as planning of investments that contribute to Ethiopia’s agricultural growth and development agenda for addressing issues related to the existing challenges related to land and water resources.
GIZ has been supporting the implementation of SLMP since 2008 in different forms in Amhara, Oromia and Tigray regions.
Starting from 2015, GIZ SLM has increased its geographical coverage and included three additional regions, Benishangul-Gumuz, Gambella and Southern Nations Nationalities Peoples’ Region.
GIZ-SURED (Sustainable Use of Resources for Economic Development 2018–2020) will be focusing on the economic development and sustainable utilization of rehabilitated areas.
GIZ’s global program “Food and Nutrition Security, Enhanced Resilience” in Ethiopia is a component project of GIZ-SURED.
Since 2015 this component project has been working on improving the nutrition situation of food insecure people, focusing on women of reproductive age and young children in Amhara and Tigray Region.
The project’s approach is to combine different agricultural and cross-sectoral measures to:
-Increase the availability of diversified food in the targeted districts e.g. through the promotion of homestead gardening, crops containing vitamin A, iron, zinc and oilseed varieties;
Improve the IYCF practices including WASH on community and households’ level;
Work through collaboration with the government, NGO partners, the private sector and research.
GIZ Ethiopia is looking to recruit Finance Officer for GIZ-SURED/NSA as specified:

Responsibilities
Ensuring financial/accounting activities are carried out in accordance with GIZ’s accounting rules and regulations.
Effective coordination with colleagues at the GIZ country office, GIZ-SURED/NSA Project office and regional offices in matters related to financial transactions processing.
Ensuring that the provided accounting services within the section are done correctly and supports the program office to meet reporting deadlines.
Provide a high
level of internal and external customer service including taking ownership of customer queries and complaints and following issues through to completion.
Tasks
Support the implementation of project coordination and financial process
Frequently travel to Amhara and Tigray regions to support and update GIS Staffs and partners on financial matters.
Verify the correctness of vouchers, including supporting documents for payments and internal transaction vouchers.
Compile VAT documents prepare claim summary for sending to GIZ office and follow up the reimbursements.
Assist the cashier/accountant in daily checking of payments against the cash/bank book entries.
Maintain proper fixed asset register, update inventory records and make annual physical count.
Follow up the asset registration and inventory update in regional offices as well
Provide required documents for an auditor whenever Internal Control is conducted and assist on follow-up of auditor’s findings.
Make bank reconciliations monthly and cash account reconciliations between WINPACCS, Cash Book and actual physical cash count balances.
Monitor the daily cash flow records, the level of liquidity and bank balances
Follow-up bank transfers made to regions by tracking program and project budgets and cash flow.
Correspond with regional offices for timely submission of financial documents.
Deputize the accountant/cashier when he/she is on leave.
Ensure that unused receipts and checks are kept in safe custody.
Report irregularities observed, if any, to the superior.
Attend meetings and give trainings as required.
Treat information confidentially, specifically in the areas of personnel and finance.
Contribute as required to the duty of Best Value.
Perform other duties and tasks at the request of management.
Competences:
Good knowledge of the GIZ rules and regulations, of GIZ accounting software (i.e. WINPACCS and SAP) and standard computer applications such as MS Office applications, Excel.
Capability of concise and coherent reporting along standard formats.
Proven knowledge of English and Amharic language, written and spoken.
Trustworthiness and ability to maintaining strict confidentiality and observing data protection and associated guidelines where appropriate.
Ability to organize and prioritize several tasks at the same time.
Ability to work independently, unsupervised and as part of a multicultural and international team.
Job Requirements
Qualifications and Experience:
University degree (BA) in accounting, business management or equivalent.
Minimum of 5 years professional experience in GIZ finance and administration.
