GIZ Support to IPSS Project is looking for a:
Consultancy Services to support the Institute for Peace and Security Studies with the Syllabus Design and Implementation of Module 1 of the Executive Master’s in “Managing Peace and Security in Africa” (2019 and 2020)
Background and Scope of ConsultancyThe African Union (AU), together with the Regional Economic Communities (RECs) and Regional Mechanisms for Conflict Prevention and Transformation (RMs), play a decisive role in maintaining peace and security in Africa.
However, key stakeholders in these institutions often lack opportunities to enhance their technical expertise and practical knowledge and to engage in cross-institutional dialogue.
Against this background, the AU, together with the Institute for Peace and Security Studies (IPSS) of Addis Ababa University (AAU), founded the Africa Peace and Security Programme (APSP) in 2010.
This Pan-African programme aims at promoting advanced education, applied research, policy advice and dialogue on the African Peace and Security Architecture (APSA).
The Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), has been providing technical and financial support to the APSP for many years. A third three-year project term commenced in July 2018.
The one-year Executive Master’s in Managing Peace and Security in Africa (MPSA) offers experienced mid-career professionals working on African peace and security issues a unique opportunity to acquire a certified and in-depth training while retaining their current positions.
It addresses the most pressing issues in the area of peace and security on the continent today from a practice-oriented perspective, including conflict dynamics as well as the role of sub-regional and pan-African organizations in creating lasting peace on the continent.
Sessions are held at IPSS in Ethiopia, Addis Ababa. Senior and mid-level professionals from the AU and RECs, the UN and other multilateral organizations, national governments as well as from the non-profit sector can apply for attending this course. Starting in 2010, the course has been offered 14 times; the MPSA community counts almost 300 alumni across the continent.
In October 2019 the Cohort 15 will commence, with a regional focus on conflicts and the peace and security dynamics in the Southern African Development Community (SADC).
The introductory Module I, which sets the scene for the entire programme focuses on general trends in the field of peace and security on the continent as well as discussing the theoretical dispositions.
The project is therefore looking for an experienced
consultant to support the syllabus design and implementation of the first module (Module 1) of the Executive Master’s in “Managing Peace and Security in Africa” in the year 2019 (Cohort 15) and 2020 (Cohort 16).
Qualifications of the Expert ConsultantEducation/training: University qualification, i.e. a PhD in Peace and Security/Conflict Studies; Development Studies; International Relations; Social Sciences and Anthropology.
General professional experience:
8 years of professional experience in the academic/teaching sector.
Specific professional experience:
8 years in research in the fields of peace studies and international relations (to be substantiated by a list of publications)
Knowledge of APSA and AU/RECs policies in the field of peace and security in Africa in general and the SADC-region in particular
Knowledge of international relations theory and academic debates in general and in particular with a focus on Africa’s international relations and politics as well as knowledge of transnational issues in global politics. Also, the global security configurations and how they impact on Africa’s peace and security.
Leadership/management experience:
5 years of management/leadership experience as project team leader for an academic programme
Regional experience:
5 years of work experience in projects in Africa, particularly with/on RECs in Africa, security studies in Africa (region), out of which 2 years in projects in SADC Region (South Africa)
Development Cooperation (DC) experience:
3 years of experience working in/on DC projects
Project management:
3 years of experience in project management
