Org. Setting and Reporting

This position is located in the Mobile Capacity Building Team of the Improvised Explosive Device (IED) Threat Mitigation Advisory Team (TMAT) of the United Nations Mine Action Service (UNMAS), Office of Rule of Law and Security Institutions (OROLSI) within the Department of Peace Operations (DPO).

The Programme Officer (Curriculum Development) of the Mobile Capacity Building Team will report to the team leader of the Mobile Capacity Building Team. The Mobile Capacity Building Team is located in Entebbe, Uganda.

Established in 1997, UNMAS works to eliminate the threat posed by mines, explosive remnants of war and improvised explosive devices by coordinating United Nations mine action, leading operational responses at the country level, and supporting the development of standards, policies and norms.

As a specialized service of the United Nations located within the Department of Peace Operations, UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council. UNMAS also responds to specific requests for support from the UN Secretary-General or designated official.

Responsibilities

Under the direct supervision of the team leader of the Mobile Capacity Building Team of the IED Threat Mitigation Advisory Team (TMAT), the Programme Officer (Curriculum Development) will be responsible for the following duties:

• Participates in the development, implementation and evaluation of training curricular related to the following areas i.e. Convention Munition Disposal (CMD), Improvised Explosive Device Disposal (IEDD) and IED awareness training and capacity building projects, etc., monitors and analyzes programmes/projects development and implementation; reviews relevant documents and progress and status reports; as well as briefing notes; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

• Plans and facilitates workshops and other interactive sessions and assists in developing action plans to manage the change across functional areas of IED Threat Mitigation, Explosive Ordinance Disposal (EOD) and Weapons and Ammunition Management (WAM).

• Researches, analyzes and presents information gathered from diverse sources.

• Assists in policy and training course curricular development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.

• Reviews, analyzes and interprets information, identifies problems/issues and prepares conclusions to inform training needs and curricular related to EOD and IED Threat Mitigation support for Troop Contributing Countries and Peacekeeping Missions.

• Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.

• Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, and harmonized EOD and IEDD training across the UN and with Member States, based on a profound needs assessment etc.

• Undertakes outreach activities; conducts training workshops, seminars, etc.; including through stakeholder partnerships to support the objectives of training standardization across different organizations; makes presentations on assigned topics/activities.

• Participates in or lead field missions, including technical and training support across all UN P/TCCs, UNMAS field programmes and regional training centers in Africa, Europe and Asia and provision of guidance to external consultants, government officials
and other parties and drafting mission summaries, etc.

• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

• Performs other duties as required.

Competencies

• Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to EOD and IEDs. Knowledge of design, development, delivery and management of training. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods.

• Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

• Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems.

Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, international relations, International Security Studies or a related field.

  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Graduation from a military staff academy or similar law enforcement training institution is required.

    Job - Specific Qualification

  • A technical or vocational certificate in IEDD from a recognized national qualification as EOD officer/technician is required.

    Work Experience

  • A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

  • At least five years of experience in the field of explosive hazard management including two years of IED-related operations with proven C-IED experience is required.

  • A minimum of two (2) years of experience in the design, and practical delivery of formal training sessions and programmes is required.

  • Experience in producing guidelines, standards and/or training materials related to IED threat mitigation is desirable.

  • Experience working in a multicultural or international work environment is desirable.

  • Experience working in a peace operation or other similar international field operation is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
