Main purpose of the Job

  • Reporting to the sphere 1 Programme and Learning Manager (PLM), the DPLM will oversee the day- to-day management of the team of currently 5 Programme Managers and 1 project officer.

  • S/he oversees the team’s interaction with partners to ensure professional project development, implementation and accountability.

  • S/he provides advice and quality assurance regarding the implementation of the thematic sphere 1 strategies, individual work plans and team budgets in line with the Sphere strategic priorities.

  • The DPLM is the line manager of the Programme Managers (PM) and Programme Officer and provides thematic expertise guidance to team members.

    Key Responsibilities

  • Provide direction and delegate responsibility to staff; provide ownership of tasks while holding them accountable. Give performance feedback to the Program Managers and Programme Officer(s) and ensure that they are motivated and competent to perform
    according to expectations

  • Ensures communication at all times with the PLM on all activities, issues, plans, needs, etc. within the sphere

  • Ensure that the sphere unit is working closely with the Corporate Capability Unit to identify needs, coordinate support to partners, and plan. With the Organizational Development Advisor, ensure that partner needs assessment / organizational capacity assessments are conducted and ensure strategies for building the capacity of partners in the relevant thematic areas are designed. With the gender and youth advisor, ensure application of gender and youth strategies and gender focus in Sphere 1 interventions by DGF and its partners.

  • Proactively work with the DPLMs and PLMs of the other two spheres to ensure coordination of work, especially that which crosses spheres and support to partners which may be managed under an PM under one sphere but which have activities under multiple spheres

  • Provide technical assistance and support to the PMs and implementing partners in areas related to government responsiveness

  • Proactively prioritizes actions within the sphere team and the FMU in order to identify
    opportunities, concerns or problems with partners, organise structured follow-up on team
    issues, plan actions to support partners or modify projects

  • Provide quality assurance of deliverables and ensure that systems and procedures for
    Project Cycle Management are adhered to, i.e. partner
    reporting, re-allocation of budgets
    and contract ending/extension

  • Ensures that the sphere team is maintaining accurate files, documenting all issues, filing (electronically and paper, when necessary) all documents related to their partners in a logical manner, and maintaining records of correspondence with partners

  • Monitor budget and spending patterns to provide management and oversight. Oversees
    partner budget revisions and review disbursements for partners and recommend for
    approval and liaise with the FMs and PLM regarding project implementation, adjustments,
    procurement of services and other inputs to partner interventions

  • Improve evidence-based programming of partners and DGF, which includes data is
    collected from partners and that partners have the necessary systems in place to ensure
    that the data collected is accurate.

    Person Specifications

  • An advanced university degree in a relevant subject (human rights, political science,
    development studies, law, management, public administration, peace & conflict studies, or related area)

  • At least 7 years’ experience and a demonstrated track record of achievement in the delivery of governance sector programmes

  • Leadership skills and representational capabilities are essential as well as demonstrated competencies in team management

  • Solid work experience with government authorities and institutions in Uganda

  • Knowledgeable about government responsiveness in Uganda

  • Strong conceptual and analytical skills

  • Excellent communication and facilitation skills

  • Fluency in English and strong writing skills

  • Systematic and structured approach to work
