Job Details: ZAMFAM South Central FINAL PROJECT EVALUATION
Development Aid from People to People (DAPP) is inviting suitably qualified and experienced consultant firms/ teams to carry out a Final Project Evaluation
Background
Development Aid from People to People (DAPP) in Zambia creates development in communities together with the people by sharing necessary skills, knowledge and tools to fight poverty, illiteracy and disease. DAPP was registered as a welfare society in 1990 and runs a number of projects in the 10 provinces of Zambia currently reaching over 1 million people in Zambia.
With funding from the United States Agency for International Development (USAID) and the U.S. President's Emergency Plan for AIDS Relief (PEPFAR), DAPP has been implementing the Zambia Family Initiative (ZAMFAM) in the Southern and Central Provinces since November 2015.
The objective of the project is to improve the health and welfare of 125,000 children infected with, affected by or made vulnerable to HIV and as well to build resilience in their families for them to sustained good care of their children.
Purpose of the Evaluation
The final evaluation will validate the project's achievements according to the project Monitoring and Evaluation Framework.
The evaluation will assess the outcome indicators by the end of the project and compare to the baseline and midway evaluation.
It will further assess the relevance, effectiveness, efficiency, impact and sustainability
of the project.
It will also document lessons learnt and best practices which will be shared and integrated in future related programmes.
Target districts: The project is conducted in 14 districts of the Southern and Central Province. .
Skills and Experties
DAPP is requesting for a consultant firm/ team with the following expertise:
• A minimum of 5 years' experience in carrying out impact evaluations, demonstrable academic and practical experience in qualitative and quantitative research methodology, evaluation design and implementation.
• Experiences in health related programs, preferably including OVC/HIV programs
• Experiences in community engagement and economic strengthening programs
• Good knowledge of gender issues
• Strong analytical and communication skills, evaluation experience and familiarity with Zambia OVC landscape
• Familiarity with the approaches, rules, regulations of the donors, particularly that of USAID/PEPFAR
