Job title: Water, Sanitation, And Hygiene Officer (GSMA)

Reporting to: Country Wash Coordinator

Location: Kyaka II

Overall purpose of the role:

The WASH Officer’s primary function is to ensure quality implementation of the WASH component and synergize with other sectors, which constitute the overall DRC program.

He/she will build the capacity of water user committees to collect payments for water from the community to cover Operations and Maintenance costs

Key Duties and Responsibilities

Responsibilities:

Coordination and representation

  • Develop relationship with a range of Key stakeholders: OPM, UN Agencies, Local Governments, Private Sector in order to facilitate the development of WASH opportunities and increased incomes for the targeted beneficiaries.
  • Representation of DRC and active participation in the WASH working group and interagency coordination platforms
  • Maintain/establish rapport with government authorities, UN agencies, international and local NGOs as required.
  • Ensure coordination and close working environment with other sectors of DRC.

    Project development, implementation and reporting

  • Liaise with local leaders to identify, mobilize and sensitize target communities on water, sanitation and hygiene promotion through payment of user fees for maintenance of water points
  • Train water user committees on financial inclusion in water management
  • Create linkages between the communities and the project, the local government extension staff and the target communities in Water, Sanitation and Hygiene, promotion.
  • Together with the refugee leadership and government structure play a lead role in mapping out communities for village sanitation improvement, especially during the CLTS/PHAST role out exercise
  • Mobilization of beneficiary communities to maintain the established/rehabilitated/protected water sources
  • Formation/training of Water supply and sanitation committees for the established/rehabilitated/protected water sources.
  • Participate in collection of useful data, success stories and beneficiary lists as required
  • Participate in preparing weekly/monthly/quarterly/annual highlights/ reports and proposals and budgets for donors.
  • Identifying, mobilizing and sensitizing target communities for water, sanitation and hygiene promotion.
  • Play a lead role in mapping out communities for village sanitation improvement especially during CLTS/PHAST.
  • Mobilize beneficiaries to maintain the established, rehabilitated / protected water sources.
  • Support in tracking distribution of hygiene and sanitation items on a daily/weekly basis.
  • Support the Information Management Volunteer with updating NFIs inventory and PR tracker and develop M&E and reporting tool
    for hygiene promoters
  • Conduct daily field visits to support hygiene promoters on implementation of WASH.

    Staff development and management

  • Conduct periodic field visits to support field staff through technical backstopping.
  • Uphold DRC’s international code of conduct.

    Budget Monitoring

  • Monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow ups
  • Liaise with DRC Administration, Logistics, and Finance Departments to ensure smooth operation of the field offices.
  • Ensure timely procurements of the sector according to plan
  • Ensure that procurements of the sector are done within acceptable standards and that high quality project items are obtained

    Experience and technical competencies: (include years of experience)

  • At least two years of practical experience in emergency WASH programming
  • Sensitivity to the needs and priorities of disaster-affected populations.
  • Ability to work well under pressure and in response to changing needs.
  • Familiarity with the SPHERE Standards.
  • Have Leadership and supervisory skills and ability to foster team spirit.
  • Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders
  • Strong facilitation, negotiation and mediation skills and ability to work independently.
  • Good report writing skills and computer skills in word processing and spreadsheets.
  • Good understanding of WASH approaches such CLTS, PHAST, and Child to Child etc

    Education:

  • Minimum of Diploma in Public Water Engineering, Bachelor’s degree is an added advantage.
