The Danish Refugee Council (DRC) is an independent international non-governmental organisation, working in 40+ countries throughout the world, and our primary mandate is to promote durable solutions for refugees and displaced populations.
The DRC office in Nairobi is a Regional Office providing support and guidance of DRC programs in Kenya, Somalia, Ethiopia, Djibouti, Uganda, Tanzania, South Sudan, DR Congo and Burundi.
The overall purpose of this position is to develop and support implementation of technology solutions aimed at improving quality and efficiency in program implementation, monitoring and evaluation and business support functions (human resources, supply chain and grants management).
The position plays a key role in the ongoing automation of business support functions through the “DRC Dynamics systems” as well as in program information and data through the Comprehensive Monitoring and Evaluation database.
The position would be responsible for maintenance of existing systems, which would entail undertaking regular reviews and analysis with a view to suggesting appropriate modifications and improvements.
Responsibilities
Technical lead in re-designing the Comprehensive M&E database as well as the development of complementary databases for routine data collection on mobile platforms, monitoring and verification as well as periodic data quality reviews – (60%)
Technical Re-Design of the M&E database – Re-designing of the database to incorporate the features outlined by the Regional Monitoring, Evaluation and Learning team as well as other DRC Country Operations in the region that currently automating or will be seeking to automate their program and M&E processes
Training – Providing training to key personnel on the features and operational aspects of the re-designed database. This will be guided by manuals and other guides that will be developed on the course of re-designing the system
Piloting and Scale up – Providing remote support to the piloting and scale up processes depending on specific Country contexts
Ongoing research – Conduct ongoing research on existing/latest technology solutions that can be adopted/adapted to improve the management, analysis and reporting of program information and data
Designing appropriate systems for automation of the beneficiary complaints, feedback and reporting mechanisms (CFRM) for DRC Country Operations (15%)
Full automation of the CFRM for DRC Operations – This would entail the design of a Web or Server based platform for the various CFRMS currently being implemented by DRC Country Operations.
Web based platform could either be on ODK or service based model depending in the cost of maintaining the service for the Country Offices. Key tasks and anticipated features for the system should include, though not limited to the following:
Full implementation of a secure, 3-tier web application – accessible over the web to obtain CFRM data in real-time from the field via mobile devices (that includes multimedia files and GIS data) to a centralized database.
Implementation of dynamic as well as static forms which can be used to collect beneficiary complaints and feedback information from the field.
Introduction of a functionality that is role-based, utilizing a workflow for tasks
Introducing a reporting functionality that incorporates charts, tables and GIS reporting capability for further analyses. There should be an allowance for preconfigured as well as custom reports if need arises
Introducing a functionality that will allow import/export of data from other Implementing Partner Systems.
Incorporation of email alerts notifications
Logs and audit trails of system usage
Ability for the mobile frontend to work offline in event of limited internet connectivity.
Capacity building – Provide training/knowledge transfer to technical and non-technical staff as well as community members and beneficiaries utilizing the system
Assess the technical and operational viability of an integrated CFRM database at the Regional level and lead the process of developing such a system once approved by the Regional Management.
Routine support towards implementation/roll out of existing complementary databases for DRC Country Operations as well as Regional Secretariats: (5%)
Provide technical oversight/support in designing the Protection Information Management Systems (PIMs) – This will entail working closely and co-supervising the work of the consultants assigned to develop the system by reviewing and providing technical feedback on work products at all stages
of the design process.
Provide in-house support in the roll out of the PIM’s across DRC Country operations – Support to be provided will include trainings, trouble shooting and enhancement of systems features based on user needs and experiences from the roll out/implementation process.
Provide routine/periodic support to existing regional secretariat databases (REDSS and GMMs)- Such support will cover the following among other aspects:
Assist in managing and outsourcing relationship for 3rd party application development and programming consultants.
Review the technical development and maintenance work in terms of output, planning and budgeting in liaison with Regional manager and head of secretariat
Advise on website security and encryption
Coordinate application development for multiple projects.
Provide routine/periodic support towards implementation of other active databases being implemented by DRC Country operations including the SOMCDRS databases, ONA databases for cash programming beneficiaries; DDG Knowledge hub among others
Troubleshoot technical issues and identify modifications needed in existing applications to meet changing user requirements.
Program and technical Support, as and when required to ensure a fully functional IT department (15%)
Management of online subscribed services, domain registration, web hosting and renewals.
Provide SQL administration in live and test environments to verify data integrity.
Write technical procedures and documentation for the applications when required including operations, user guide, etc.
Participate on IT project steering committees and be involved in the design phase of any new IT software development projects.
Support in-house systems by performing IT audit in terms of security and compliance, trainings and liaison with 3rd party developers and preparing respective documentation for the on premise systems.
Enhance existing IT systems by analyzing business requirements, preparing an action plan and identifying areas for modification and improvement
Identify opportunities that can improve efficiency and continuity of business processes.
Perform data backups of all systems both on premise and clouds as scheduled and ensure data integrity
we expect the following:
Experience in designing databases and other data and information management systems mobile based data collection and management
A Master’s Degree in Computer Science/Maths & Computer Science/ Information technology;
5 years’ post-graduation experience in the design of databases and information management systems for International Organizations.
8 years of post-graduation experience in design of databases and information management systems in lieu of a Master’s Degree
The Institute for Certification of Computing Professionals (ICCP)
MCSA Certification
Familiar with SPSS, EPI surveyor or other related products
Familiarity with ODK data collection and management platforms
Extensive knowledge of data processing, hardware platforms, and enterprise software applications.
Good background in Data Base design in major RDBMS
Background in Microsoft .NET, Visual Basic, Excel, Word, Outlook and HTML.
Good working knowledge skills with Microsoft Office Products, Microsoft Visio, and Microsoft Project.
Conditions
Availability: 20th February 2019
Duty station: Nairobi with frequent travel to field office within the region.
Reporting: The position reports to the Regional IT Manager with a technical line management to the Regional MEL Advisor.
Duration: 1-year possibility of extension, subject to performance and funding.
Contract: Salary and conditions in accordance with DRC terms for Kenyan National staff.
