IntroductionThe Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997.
DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.
With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.
Overall purpose of the role:
Under the supervision of the Supply Chain Team Leader, the Supply Chain Officer is responsible for facilitating procurement processes and fleet managements in compliance with DRC rule and standards.
This include facilitating all local procurement for DRC Dimma office. The officer will furthermore support the Supply Chain team leader with on other supply chain tasks.
Key ResponsibilitiesProcurement Establish a rigorous, accountable, and transparent procurement system, compliant with the DRC Operations Handbook chapter on Procurement Management, local law, and donor requirements.
Facilitate procurement processes and documentation and ensuring compliance DRC policies and standards
Keep abreast of DRC policies and standards for supply chain activities
Plan procurement in coordination with program teams
Ensure suppliers are vetted according to DRC policies and an updated supplier database exists with comments on performance and contract tracking.
Maintain and update procurement tracker for weekly update and circulation
Ensure proper accounting, reporting, internal controls and maintenance/filing of records.
In collaboration with the team leader and program units identify areas for framework agreements and facilitate the process
Participate in market assessments
Enforce a zero-tolerance policy regarding corruption and contribute to ensuring complaints are recorded and investigated appropriately, in line with the DRC Code of Conduct and Accountability Framework.
Coordinate with Supply Team Leader to ensure that all issues are reported, and solutions are realized as the issues arise.
Fleet Management and compound logistics
Supervise drivers and ensure that drivers adhere and respect DRC driving code;
Ensure that the rented vehicle adhere to the DRC security standard
In collaboration with the drivers, responsible for the condition of all DRC vehicles and generators by facilitating repairs and routine maintenance through DRC recommended garage, keeping record of all activities;
Ensuring that license, insurance and registration of all DRC vehicles are current and up to date and to follow-up any defects with the appropriate authorities;
Ensure that vehicle and generator log sheets are always available, properly filled in, computed, analyzed
and the results reported on monthly basis;
Supervise general fuel supply to DRC vehicles, mileage usage and fuel consumption of all vehicles and generator for continuous monitoring and prepare weekly performance reports for all transport and related activities;
Book all transport requests for rental vehicles and commercial trucks as may be appropriate and ensuring that log sheets are filled, and that DRC’s driving code is signed.
Prepare the rent contract or requests for the DRC fleet
Coordinate transport of authorized passengers on their official duties, as well transport cargo safely and as instructed. This includes collecting materials from project sites and suppliers.
Responsible for the weekly and daily transport schedule, including allocation of cars for private use.
Understand and obey all traffic laws and regulations and conform to all Safety/Security instructions.
Support Team Leader in ensuring that safety equipment is functional and available
Provide support on other supply chain tasks as directed by the team leader.
Job Requirements
Personal Specifications
Preferably experienced in Supply Chain Management or Logistics or another relevant field preferably with INGOs for at least 5 years
Excellent proficiency in all MS-Office software applications;
Strong planning, organizational and problem-solving skills with ability to work both independently and within a team in a demanding work environment.
Excellent personnel management skills, including diplomacy, communication and negotiating skills;
in staff training and capacity building
Results-oriented and demonstrated ability to build partnerships
Education: (include certificates, licenses etc.)
BA degree in supplies chain management or other equivalent logistics fields.
Languages: (indicate fluency level)
English and Amharic - Fluency in spoken and in writing.
