Introduction The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants.
The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.
Project Background The Danish Refugee Council (DRC) is leading an international consortium to deliver a £21 million program to protect would-be migrants and refugees from unsafe irregular migration through and from Ethiopia Amhara and Tigray regions of Ethiopia as well as Djibouti.
The 4-year program, funded by the Department for International Development, UK (DFID, UK), will address the barriers to reducing unsafe irregular migration from Ethiopia and ultimately reducing unsafe regular migration through and from Ethiopia, taking into consideration attention to the most vulnerable group -- women, girls and unaccompanied irregular migrants -- and coordination with key stakeholders.
The program is anticipated to be innovative, cross-sectoral and solutions-oriented with strong emphasis on research, learning and adaptive management.
This appointment is subject to the DRC in successfully securing funding from DFID, UK.
Overall purpose of the role:
The Risks and Compliance Officer will assist the finance and grants management teams in ensuring the program is implemented in compliance with DRC and donor requirements in order to manage risk and reduce where possible.
S/he will ensure the internal controls are robust enough to minimize exposure. S/he is the focal point for the Consortium on compliance matters.
Responsibilities:
Compliance Stay abreast of donor policies and guidelines.
Develop guidance documentation on policies and guidelines to ensure actual and correct understanding by DRC team members and consortium partners.
Respond to queries by DRC team members and Consortium partners on compliance to applicable regulations
Develop and implement a compliance monitoring system to ensure all offices and partners of the Consortium are following DRC and donor policies and procedures
Carry out quarterly reviews to ensure that DRC and the Consortium partners adhere to policies and procedures; this includes but is not limited to finance,
logistics, administration and human resources ; this involves financial and non-financial transactions and documents reviews and feedback to line managers for action
Development of a training and capacity building plan on risk
and on donor and DRC compliance
Develop training material and conduct trainings for compliance
Maintain a Consortium partners tracking file to monitor reporting status, disbursement status and other deadlines.
Develop and implement an archiving monitoring tool to guarantee consortium documentation is secure
Conduct regular field trips to provide technical support and guidance to the
Consortium partners
Prepare monthly internal risks & compliance report.
Risks Management
Conduct due diligence to identify risks related to the program
Focal point for risks management for the program, update of the Issues Log, follow-up on corrective actions.
Implement agreed mitigation measures relating to financial and contractual risks to the program, and ensuring effective reporting of risks, mitigation measures, and changes in risk rating
Compliance Self Check implementation and develop recommendations and action points to improve identified gaps
Follow up on audit recommendations
Work closely with Head of Support Services to provide effective support in Counter Fraud measures to address Fraud Risk
Job Requirements
Experience and technical competencies: (include years of experience)
Minimum 7 years proven progressive experience in finance or compliance related positions
Minimum 3 years’ experience working for INGOs
Proven experience in working with financial management of projects funded by humanitarian donors
Solid knowledge and understanding of financial compliance and procedures
Strong interpersonal and communication skills and the ability to work under pressure
Education: (include certificates, licenses etc.)
Master’s or Bachelor’s Degree in financial management, business administration or related field
Languages: (indicate fluency level)
Amharic - fluent
English – fluent
French is an asset
