Overall purpose of the role: The Child Protection Officer’s primary function is to ensure quality implementation of the Child protection thematic areas with a focus on strengthening the community based child protection mechanisms including alternative care arrangements and promoting child participation in synergy with the larger protection and community services component, which constitute the overall DRC program in Rhino Camp/Imvepi.
Key Duties and Responsibilities
Coordination
Responsible to develop/strengthen relationships with agencies at the field level in close cooperation with the Protection Team Leader – Child
Responsible for representing DRC in any relevant field based thematic meetings with stakeholders and otherwise as needed
Actively coordinate with the field staff of other DRC sectors and other organizations to strengthen child protection with main focus in articulating alternative care and community based child protection approaches
Actively participate in the regular sector meetings and in house coordination meetings
Maintain and strengthen existing networks through other service providers at the settlement level, to ensure that children receive quality services and support.
Actively participate in scheduled meetings such as Child Protection inter-agency coordination meetings, at settlement, district and national levels upon request from supervisor
Work in close collaboration with the response team to ensure ongoing needs of children and girls are being identified, met through prevention related activities.
Strengthen existing referral systems and networks of psychosocial service providers
In collaboration with other partners, design prevention activities/interventions within the refugee and host community.
Participate in conducting trainings for partners on relevant organizational development areas and support peer learning between DRC and other partner agencies.
Project development, implementation and reporting
Under the supervision of the Protection Team leader – Child, contribute to the writing concept papers and proposal development on the CP thematic areas of protection. Also identify CP gaps and vulnerabilities with a view to generating ideas for future projects with strong impact for the beneficiaries.
Support child protection assessments and ongoing risks analysis in order to design adequate preventive and response measures to avert risks and vulnerabilities among children.
Provision of technical support to protection assistants on the establishment and working of community based child protection mechanisms linking DRC CP interventions to relevant child protection standards, best practices and policy documents while ensuring a right-based approach is mainstreamed across program framework.
Under the guidance of Protection Team Leader -Child, ensure that all the CP protection approaches and tools are developed in synergy with the overall DRC’s national based protection initiatives.
Make sure that all the protection projects adhere to the highest CP standards and principles as well as DRC guidelines and accountability standards.
Lead community based advocacy and promotion of DRCs child protection interests through advocacy, campaigns, awareness, focus groups discussions and community mobilization, drawing opinions and attention to concerns of children with an objective to positive behavioral change in the community.
In collaboration with the Protection Team Leader – Child, proactively contribute to quality and timely weekly, monthly, quarterly and annual reports.
Ensure daily quality implementation, monitoring and evaluation of child protection- related projects and interventions.
Proactively plan and lead in organizing and delivering Child Protection trainings, mentorship and reflective sessions for community based structures such as foster parents’ groups, CPCs, CRACs to promote the
refugee laws and rights of children.
Maintain close contacts with local authorities and RWCs in the refugee settlement; intervene as and when necessary to protect children.
Support systems and operational procedures of out of home care programs including support systems for foster parents, care-givers, and families.
Support innovative problem solving and strategy development to address complex issues relating to the safety and wellbeing of children and their families.
Work closely with the other program components to maximize program output and impact.
Ensure updated filing and documentation of child protection cases in line with UNHCR and DRC standard tools.
With support from the protection team leader, contribute towards standardization of child protection tools, documents and relevant operating procedures for community based structures and prevention interventions so as to promote quality programming.
Communication/Reporting
Proactively contribute to quality and timely drafting of weekly, monthly reports,
Liaise with protection assistants in order to generate reports or feedback on the project output and designs.
Logistics / finance
Plan and coordinate proactively logistics and movements from and to different villages in close collaboration with Protection Team leader child.
Support the Protection Team Leader- Child to monitor Child protection financial commitments and expenditures against budgets and provide timely feedback on budget follow ups.
Follow-up all DRC procedures for security, Finance, Logistics, HR and Administration
Responsible for compliance with donors and internal DRC reporting and accountability policy and procedures.
Monitoring and Evaluation
Contribute to the daily quality implementation, monitoring and evaluation of projects and interventions in Rhino camp.
Identify, document and disseminate relevant project success, challenges and follow up on implementation of project’s action points
Assist in participatory needs/vulnerability and capacity assessments of PoCs.
Participate in project evaluations and assist in the analysis of results.
Additional tasks
On request perform any other additional duties assigned by the supervisors in order to allow the organization to function optimally.
Adhere to DRC’s code of conduct.
Experience and technical competencies: (include years of experience)
Minimum of two (3) years’ experience working with vulnerable communities, basic needs and protection programming experience, and/or advocacy programs.
Professional training in Child Protection.
Experience in protection interventions in line with Refugees operation with wide Child Protection.
Experience of working with UN or Non‐Governmental organizations.
Proficiency in English (written and spoken) is essential.
Good communication skills and ability to conduct training and awareness.
Computer skills (Word, Excel, Power Point)
Good self-organization and basic management skills.
Familiarity with Monitoring & Evaluation for UN-funded projects desired.
Education:
A University degree in social sciences, social works and social administration, development studies, guidance and counselling or any relevant fields.
Languages
Knowledge of the local languages spoken by South Sudanese and Congolese refugee is an asset.
