Since 2014, MMC has been implementing the Mixed Migration Monitoring Mechanism initiative (4Mi), a growing network of monitors stationed in key migration hubs in more than 20 countries along 7 major migration routes, who are interviewing refugees and migrants on the move on a continuous basis.

To increase the understanding of migration
To contribute to policy development and debate
To contribute to evidence-based responses for people on the move
While managed and implemented by MMC regional hubs through different 4Mi programmes, MMC and DRC aim to further develop 4Mi into a global data collection tool, allowing for standardized data collection and comparative analysis across various mixed migration routes globally.

Overall purpose of the role
DRC is looking for a Project Manager - Research and Communications to manage the formative research and all research for a 4 year DFID funded project ‘Addressing Unsafe and Irregular Migration through and from Ethiopia’.

The Research Manager will also provide support and oversight to the dedicated Research Technical Lead of the formative research component - to understand more about the drivers, profiles, patterns of mixed migration populations traveling through and from Ethiopia.

Under the management of DRC’s MMC, the Research and Communications Manager is responsible for ensuring provision of overall research planning, collection of data through various research methods, analysis of data and consolidation into research pieces, and reporting of findings to the consortia. The Project Manager - Research and Communications will report to Chief of Party

Responsibilities
Formative Research and Data Collection

  • Develop methodology and manage data collection and analysis process. Development will be in collaboration with the DRC and MMC teams, and tools will be shared with consortium partner before starting field work.
  • If relevant, provide support and oversight to mobile based survey tool for data collection. This will be done in close collaboration with MMC management.
  • Ensuring that data collection and research collected in the project, and from other sources, is presented to the Research Ethical Committee to inform strategic planning decisions
  • Support and regular updates of consortium partner and implementing agencies on research progress and findings.
  • Prepare and submit final report to consortium as per time frame
    agreed upon contracting.
  • Develop strong linkages between the data collection, research & analysis and programme development and provide concrete and evidence based recommendations
  • Debrief consortium partners completing the research and validate the findings prior to submitting final report
  • Management of a research team (currently envisioned at 3 direct supervisees) and all product deliverables

    Communications and research dissemination

  • Work with partners to develop a communications / engagement strategy based on the findings of the formative research completed in the inception phase of the project.
  • Integrate the lessons and recommendations from the research into evidence-based policy and advocacy tools.
  • Looking broadly at available research on the situation of irregular migration and people in mixed migration flows in and through Ethiopia – identify areas for continued research and analysis outside of the formative research.
  • Facilitate research on migrants in and through Ethiopia and dissemination at key fora and with a range of stakeholders, including policy, advocacy and protection networks.
  • Organise events that contribute to mixed migration thinking in the region (e.g. roundtables, debates, seminars, research launches, etc.)

    About you
    Experience and technical competencies

  • A post-graduate degree in migration, international relations, development studies, or other related field.
  • The successful candidate is expected to have at least 5 years’ experience in a senior research management and/or advocacy role (head of research, advocacy specialist or similar) with an international NGO, preferably working with mixed migration issues in East Africa, with a particular focus on Ethiopia.
  • Proven experience with variety of research methods and methodologies
  • Proven technical experience in formative research planning and implementation
  • Demonstrated expertise in communications, advocacy, policy engagement
  • Experience working with national NGO partners and local/government authorities
  • Proven experience using the finding of research into advocacy tools and products
  • Experience with a range of donors, preferably with experience and knowledge of DFID
  • Willingness to travel to and work in insecure environments

    Conditions
  • Contract: One year contract. The position is graded as employment band M.F Level 2.

    Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates available at www.drc.ngo under Vacancies. This position is non-accompanied.
