Overall Purpose of the RoleDRC Ethiopia is implementing a multi-donor protection monitoring program in response to the displacement of an estimated 1 million individuals across Gedeo zone of the SNNP region and West Guji zone of the Oromia region.
The Protection Project Manager will plan and oversee the implementation and management of all protection monitoring activities in Gedeo zone, will provide technical guidance and take the lead in developing and planning new interventions.
Specifically, the Protection Project Manager will manage and provide technical support and guidance to the protection program focusing on protection monitoring, referrals, provision of IPA and will collaborate with DRC’s emergency team and their initiatives to respond to basic needs through cash-based interventions.
Furthermore, the Protection Project Manager will engage with relevant duty-bearers and provide timely information to inform a “do no harm” approach in their activities.
Responsibilities
Manage and oversee implementation of all protection projects in Gedeo zone.
This entails daily management of staff and project cycle management.
Contribute to the development of and ensure adherence to project work plans, spending plans and monitoring and evaluation plans.
Provide direction to and monitoring of staff in their daily work and implementation of their assigned activities to ensure adherence to work plans and quality standards.
As part of this responsibility, support the protection team under your management to set clear objectives and to undertake performance evaluations.
Lead in the writing, compilation and editing of donor and internal reports related to all protection initiatives in Gedeo zone.
Collaborate with DRC’s MEAL team to develop and adapt monitoring plans, tools and to ensure all monitoring activities are fully documented through systematic and timely data collection in-line with agreed means of verification.
Technical:
Ensure the design and implementation of all protection activities address the priority protection needs of internally displaced populations.
This will entail contextualizing protection guidelines, protocols and tools developed by the Ethiopia-Djibouti country office.
Closely follow ongoing contextual developments that have an impact on the protective environment in DRC’s areas of intervention in Gedeo zone and provide on-going analysis and recommendations.
Provide technical guidance on the implemented protection interventions to ensure quality and adherence to national and international protection standards and guidelines as well as DRC protection policies.
Lead and contribute to protection assessments in collaboration with other DRC teams as well as inter-agency initiatives.
Ensure that ethical and sound data collection and information management systems are in place for appropriate analysis, planning, evaluation, and advocacy.
Undertake regular quality control and site monitoring to ensure that DRC’s protection services in Gedeo are provided in accordance with international best practice standards.
Develop and facilitate trainings and workshops for staff, IDP communities and other stakeholders. Develop staff capacities on protection issues, participatory protection assessments and monitoring and inclusion of vulnerable groups though training, mentoring and coaching.
Support the coordination and harmonization of DRC’s protection activities in Gedeo with those in other areas of operation.
Collaborate with the Bule Hora area office team to mainstream protection into all other sectors.
Representation:
Provide protection updates to the
Bule Hora Area Manager and Protection Manager on a regular basis
Collaborate with the Head of Program and Protection Manager at the national level to identify and promote protection-related advocacy issues and recommendations.
In coordination with the Bule Hora Area Manager, liaise with governmental officials and representatives from international and national organizations on DRC’s behalf and represent DRC in relevant coordination fora.
Promote improved understanding of protection issues among all relevant stakeholders and promote and advocate for adherence to international protection and humanitarian standards.

Qualifications:
Minimum Bachelor degree in social sciences, law, social work, international development, or other relevant field from a recognized institution.
At least 5 years of experience leading the implementation of protection activities, including protection monitoring and analysis.
Minimum 3 years of experience in a project management position, with experience in the field of humanitarian response working for an international NGO, UN agency or relevant ministry or local authority.
Experience with design and implementation of protection intervention targeting IDPs
Proven commitment to accountability and quality assurance.
Excellent analytical and writing skills.
Experience with capacity building, and organizing and facilitating trainings and workshops.
Excellent interpersonal skills and demonstrated ability to establish effective and working relations with staff members and other stakeholders.
Experience working in cross-cultural, multi-sector and/or remote environments.
Ability to work well under pressure and in adverse conditions.
Commitment to learning and implementing organizational policies and procedures.
Full proficiency in Microsoft Office.
Languages:
Fluent in written and spoken English
Conditions
Contract: Six months’ contract with possibility of extension, subject to funding and performance.
Salary and other conditions are offered in accordance with DRC’s Terms of Employment for international staff graded at Employment Band F or competitive salary.
Duty station: The position will be based in Bule Hora, West Guji, Ethiopia. This position is non-accompanied.
