Danish Refugee Council Project Manager Project Support, NURI Jobs in Uganda
Overall purpose of the Role: The Project Manager-Project Support will be responsible for day to day implementation of Rural Infrastructure and Water Resources Management (WRM) within their region.
S/he will oversee planning and implementation and manage human resources to ensure efficient implementation of activities.
Under supervision of the Area Manager, S/he will address problems as they arise and ensure good relations with partners and other actors in the field.
Particularly S/he will liaise with District Local Governments and OPM and UNHCR offices in the settlements within the region.
S/he will ensure balanced participation of the different beneficiary groups and coordinate with other NURI interventions within the region.
Key Duties and Responsibilities
Project development
Under the supervision of the Area Manager, contribute in drafting concept papers and proposal development
Identify gaps in terms of NURI project and generate ideas to address them with strong impact for the beneficiaries.
Carry out risk analysis in order to design adequate responses.
Together with the program team and Head of Programs identify opportunities for further development of program activities.
Project management
Oversee and conduct strategic planning and development of DRC program in the operational areas.
Develop annual, bi-annual and quarterly project work plans and corresponding budgets for the infrastructure projects being implemented in the target districts.
Supervise proper and timely implementation of infrastructure projects in consultation with Donors, district authorities and technical staff, and other stakeholders, and according to agreed policies and donor requirements.
Supervise relevant beneficiary data collection and relevant assessments in the project area.
Provide feedback to the management on general policy matters, program activities and external relations to the Area Manager in Arua and Head of Programs in Kampala, based on agreed formats and schedules.
Financial, Administration, logistics and HR Management
Responsible for the management of the infrastructure project budget, financial management including timely expenditure control, budget follow ups and reports in consultation with Head of Finance and Administration.
Responsible in ensuring DRC financial procedures, guidelines and corruption control is maintained in the field offices.
Responsible for ensuring adherence to correct procurement and logistical procedures in the field offices.
Directly responsible for supervising the Team Leaders Shelter and Infrastructure and support them to accomplish their tasks.
Responsible for recruitment planning and leading recruitment of required field staff in consultation with the HR department.
Make sure that all project activities adhere to Danida standards and as well as DRC guidelines and accountability standards.
Coordination and representation
Develop and maintain cordial working relationships with a range of key stakeholders, Local Governments, OPM, Coordination Function, UN agencies, RWC and other stakeholders at the field level.
Representation of DRC and active participation in coordination meetings, working groups and any other meetings as requested.
Close co-ordination in project implementation with the representative of the donor (CF) and national/international NGOs, District local authorities, RWCs, OPM and Settlement Commandants.
Work closely with the other program components to maximize program output and synergies.
Staff development and management
Responsible for staff development including target setting, performance appraisal, early identification and timely addressing of HR issues in the field offices.
Provide technical and programmatic
leadership to the Team Leaders Shelter and Infrastructure, and other project staff during project implementation.
Develop staff performance measurement and targets and appraise them based on the set targets.
Ensure the project staff uphold DRC’s code of conduct and principles on accountability.
Follow up all DRC / DDG Procedures for Security.
Uphold DRC’s international code of conduct and principles of accountability.
Monitoring and Evaluation
In consultation with the Meal Coordinator based in Kampala set up data bases in all the field offices and ensure that they are operational throughout the project period
Ensure that GPS coordinates for all the project locations are captured and used for producing maps showing project sites
Support Coordination Function and DRC M and E Unit in mobilizing communities during monitoring surveys
Contribute to the daily quality implementation, monitoring and evaluation of projects and interventions.
Identify, document and disseminate relevant project success, challenges and follow up on implementation of project’s action points
Participate in quarterly OPM, District and Sub county monitoring and project reviews and evaluations.
Ensure quality data collection, analysis and storage in line with NURI Information
Reporting
Prepare regular required Donor reports as per agreed formats and to the highest quality required E.g Weekly, monthly Highlights, quarterly and Annual reports.
In consultation with the Finance and Admin Coordinator NURI, ensure timely financial reporting to country office
Additional Tasks
On request perform any other additional duties assigned by the supervisor in order to allow the organization to function optimally
Experience and Technical Competencies:
Bachelor’s degree in Engineering, Development studies, Business Administration or similar,
5 years of post-graduate relevant work experience
3 years of relevant work experience from a least developed country
Relevant experience from 3 projects in a similar position
Relevant experience with RI, WRM or similar work programs.
Preferably level C1 in speaking and writing English (according to the common European framework of reference for language scale
Relevant work experience from northern Uganda
Knowledge of one or more of the local languages widely spoken in the covered districts preferably: Alur, Lugbara, Luo and Madi.

Education:
Bachelor’s degree in Engineering, Development studies, Business Administration or similar.
Languages:
Proficiency in English (written and spoken) is essential. Knowledge of one or more of the local languages widely spoken in the covered district preferably Alur, Lugbara, Luo and Madi.
