    Introduction

    The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997.

    DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants.

    The organization has offices across the region, and has been operational in Ethiopia since 2009.

    With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

    Background

    The Regional Durable Solutions Secretariat (ReDSS) is a coalition of 13 NGOs working in the search of durable solutions in East Africa. ReDSS Secretariat is hosted by DRC and based in Nairobi with country units in Somalia and Ethiopia.

    ReDSS is a coordination and information hub that focuses on research and knowledge management, program support, capacity development, learning, and policy influencing. ReDSS Steering committee is composed of DRC, IRC and NRC.

    This role will be seconded to the government-led CRRF coordination mechanisms in Jijiga providing knowledge management expertise in support of the implementation of the comprehensive refugee response.

    The candidate will work directly with Government of Ethiopia’s National Coordination Office (NCO), ARRA, UNHCR, and regional and local government authorities – including with a particular focus on Jijiga’s Bureau of Finance and Ecomomic Development (BoFED) Directorate of Partnerships and other substantive sectoral bureaus.

    The KM Specialistwill bring together a wide range of local, national, and international actors to support the government-led vision of supporting Displacement-Affected Communities (DACs) towards greater integration and self-reliance.

    The Knowledge Management (KM) Specialist role is open to nationals of Ethiopia and will be based in Jijiga, ESRS, Ethiopia.

    Overall purpose of the role: (1-2 sentences)

  • The Knowledge Management Specialist (Jijiga) will play an essential role in advancing durable solutions activities in Ethiopia, with a particular focus on the Somali Regional State (SRS).

    Responsibilities: (group around key responsibility areas with bullet points under each responsibility area)

  • Support to relevant Ethiopian government institutions and displacement-affected communities (DAC)
  • Enhance the knowledge management capacity of local authorities to inform planning and policy development by promoting evidence-based integrated and sustainable development-oriented solutions for refugees and host communities
  • In close coordination with the KM Officer based in the NCO in Addis Ababa, overall support research, knowledge sharing and access, and evidence-based programing for the formulation of regionally-based Action Plans under the NCRRS
    Provide durable solutions (DS) training and peer learning for local authorities and stakeholders in Jijiga and the surrounding area
  • Represent ReDSS in discussions with a wide range of actors, including senior government stakeholders at the regional level, ReDSS members, UN agencies, donors, and others
  • Support active engagement of DAC and ensure durable solutions programming and policies are locally led
  • Maintain a thorough technical overview of all research and information being generated in Jijiga, compiled and used by a wide range of partners, as it relates to durable solutions for DAC ensuring cross learning between stakeholders and organize learning events around relevant research
  • Strengthen coordination among government, UN agencies, NGOs, 10 ReDSS member organizations, private sector, peace building, development and other stakeholders in Jijiga as it relates to durable solutions for DAC
  • Increase coordination with academia especially research institutes, Jijiga
    universities to propel the CRRF / Durable Solutions research agenda and knowledge dissemination
  • Production and dissemination of information products, analytical and policy briefs to inform better policies and programming in the search for durable solutions
  • Support the commissioning and oversight of longitudinal studies and other cross-sectional studies, including aspirations and intentions of DAC in Jijiga, through frequent consultations with affected communities and serving as a primary point of contact for field-based research and analysis
  • To serve as a lead actor for local authorities to have a clear focal point/office and set up sustainable systems to maintain and share knowledge
    Compile and synthesize relevant existing and emerging research, information and analyses and manage the production and dissemination of a diverse range of information products (info graphics, reports, maps…)
  • Produce regular analytical and policy briefs on developments, trends and outcomes of displacement and solutions in the region
  • Document needs for studies related to CRRF and preparing ToRs for studies/supporting engagements with partners that conduct studies
  • Contribute to knowledge sharing and organization of learning events
  • Develop and execute plans for learning-study uptake & dissemination
  • Lead the development and implementation of the KM and learning strategy in Jijiga
  • Facilitate and coordinate knowledge sharing activities between actors at local and national level encompassing both real time learning and longer term lessons learnt processes
  • Facilitate and manage preparations for learning events and workshops to promote cross-learning and carry out dissemination of ReDSS learning tools as appropriate

    Job Requirements

    Experience and technical competencies: (include years of experience)

  • 10 years of experience in similar positions (including 5 years of experience in senior leadership positions) involving knowledge management, research and communications; requiring analysis and presentation of complex information in a simple and accessible manner
  • Experience in interacting with local and regional governmental structures, and an expert within the context of displacement-related issues in the SRS
  • Excellent coordination, information management, inter-personal and facilitation and communication skills to build trusted relationships with a wide array of humanitarian and development partners, donors, Government agencies, etc.
  • Effective facilitator and proven competencies in capacity development
  • Experience in project planning, monitoring and implementation activities, as well as an ability to analyze complex situations and make decisions
    Knowledge and experience in budget monitoring responsibilities and managing large and diverse staff
  • Strong analytical and writing skills with proven experience in producing high quality external policy and communication materials and ability to handle complex issues
  • Flexibility, proactive engagement, ability to work under pressure and to demonstrate high tolerance for change, complexity and unpredictability
  • Experience in development work is desirable.

    Education: (include certificates, licenses etc.)

  • Master’s degree in a relevant field

    Languages:

  • English and Somali, Amharic desirable
