Introduction
The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants.
The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.
Responsibilities and Tasks
Conduct multi- sectorial rapid assessments
Monitor humanitarian alerts through the team, humanitarian partners and rapidly launch assessments with prior validation of the Emergency Advisor
Plan multi-sectorial evaluation including operational aspects (team composition, number of cars required, and movement plan, security checks with the Emergency Advisor or Area Manager)
Supervise the team for data collection and entry, conduct quality checks, and triangulate information to ensure veracity and reliability of data
Write rapid needs assessment reports using defined format, and within established deadlines, providing clear operational recommendations for intervention
Represent DRC towards local partners/local government bodies and community leaders during rapid needs assessments and ensure, in collaboration with the Emergency Advisor (or Area Manager) and coordination with other humanitarian partners
Review existing assessment tools and propose improvements/ adjustments to the Emergency Advisor (or Area Manager) as necessary and in line with the emergency response mandate
Organize/supervise the emergency response and further scale up
Supporting in initiating the coordination with relevant bodies around the revision of tools for rapid multi-sectorial assessments
Review assessment findings on the and advise on recommended interventions, considering the do no harm principle
Reviewing/editing and validating assessments and intervention reports produced by the respective Sector Officers and sharing them with relevant partners at field/central levels
Coordinating the emergency response with other humanitarian partners possessing emergency response capacity to avoid overlapping/facilitate synergies
With the logistic department, ensure timely procurement and supply of materials required for emergency response activities
Participating in relevant coordination forums to share updates on the emergency response (methodology, tools, results, operations, etc.)
Following up with the Clusters and other inter-agency forums, on the recommendations produced by the RRM to increase coverage of needs (where gaps identified)
Provide strategic inputs for further scale of responses and emergency intervention in coordination with the Emergency Advisor and other relevant technical staff
Project Management & Monitoring
Have full supervision and management of the entire emergency project cycle from design to closure phases
Manage the assigned budgets, and ensure forecasts and expenses’ burning rates are regularly done and followed.
Ensure procurement plans are prepared in advance to the commencements of projects and followed to ensure project supply are timely available as per implementation plan
Review project monitoring tools as necessary and prepare monthly Activity Progress
Reports (to be sent to Emergency Advisor or Area Manager)
Ensure PMDs are systematically conducted, analyze data an prepare the report (to be shared with Emergency Advisor or Area Manager)
Link with the M&E team to facilitate external monitoring of the project and take corrective actions where necessary
Link with the M&E team to facilitate the roll out of a feedback and complaint mechanism as part of the emergency response
Manage the project team
Recruit and supervise the project team in collaboration with the Emergency Advisor/Area Manager and HR department
Review and update the HR needs for effective project implementation and rapid response
Identify needs for training and liaise with the Emergency Advisor to provide additional orientation
Develop action plans and weekly planning for program team movements in link with the Logistic Department
Conduct evaluation of staff according to DRC procedures
Represent DRC
In collaboration with the Emergency Advisor/Area Manager, represent DRC towards and coordinate with local authorities and humanitarian partners involved in emergency response
Represent DRC towards communities, communicating about DRC mandate, eligibility criteria for emergency projects, and humanitarian principles

Personal Specifications
Required
Experience and technical competencies: (include years of experience)
At least 4 years of professional experience working as a technical expert/manager in the area of Emergency response combined with experience in Cash/Voucher Distribution and financial management responsibilities
Prior work experience with INGO in project management in complex emergency setting, involving internal displacements (and added value if in West Guji)
Strong experience with assessment/monitoring tools and systems
Experience with donor compliance and reporting in addition to admin/finance skills
Strong experience in staff supervision and remote management
Demonstrable experience in establishing and maintaining collaborative relationships with donors and government counterparts
Excellent computer skills (proven computer literacy, in particular Excel knowledge is a must)
Strong representation and negotiation skills, demonstrated leadership and interpersonal skills, strong communication and diplomatic skills
Analytical skills, observation and analysis capacity
Strong team spirit, comfortable in a multi-cultural environment

Education:
