IntroductionThe Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997.
DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.
With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.
Project Background
The Danish Refugee Council (DRC) is leading an international consortium to deliver a £21 million programme to protect would-be migrants and refugees from unsafe irregular migration through and from the Amhara, Tigray and Somali regions of Ethiopia.
The 4-year programme, funded by the Department for International Development, UK (DFID) will address barriers to reducing unsafe irregular migration from and through Ethiopia.
The programme is anticipated to be innovative, cross-sectoral and solutions-oriented with strong emphasis on research, learning and adaptive management.
This appointment is subject to DRC successfully securing funding from DFID, UK.
Overall Purpose of the Role:
The role is a member of the DFID Programme’s Programme Management Unit (PMU) and is responsible for overseeing a team of 4 to 5 field-level Field Program Team Leaders while ensuring compliance with the PMU’s strategy, policies and procedures.
The role contributes to the regular review and revision of the Programme strategy, which is translated into action plans and day-to-day tasks for the field teams, and collaborates closely with other members of the PMU, including the Technical Programme Manager and Support Services Manager, to ensure implementation reflects technical rigor and best practices.
Responsibilities:
Overall responsibility for the management of the Programme’s Field Programme Team Leaders, ensuring positive and collaborative working relationships between the field teams and PMU.
Enabling and overseeing effective, efficient and timely implementation of the Programme according to the agreed contract, budget, policies and in accordance with DFID requirements.
Collaborate with the PMU’s Technical Programme Manager to provide oversight of all programming in compliance with core protection principles and best practices, and DRC and DFID regulations, while upholding rigorous project cycle management standards.
Collaborate with the Technical Programme Manager, Technical Specialist Leads and field teams to undertake needs assessments to inform programme design as well as to identify risks and vulnerabilities, including those related to gender, age and diversity.
Contribute to the strategic direction of the DFID programme through active and ongoing participation in and contribution to strategic planning meetings and development of strategic documents at both the PMU and field levels.
Collaborate with the PMU and field teams to ensure the timely and quality delivery of all programme reports and staff contributions to organizational monitoring and evaluation requirements to ensure project quality, relevance and accountability to the PMU's beneficiary populations.
Support the Chief of Party to represent the Programme publicly at the country and field level, including in coordination fora with other agencies, and for providing the direct link in communications between the Programme’s field offices and the Addis Ababa PMU office.
Collaborate with other members of the PMU to ensure effective coordination and visibility of the implementation of the Programme.
Collaborate regularly with the PMU’s Support Services Manager and finance team to monitor spending of field teams and ensure the timely achievement of Programme milestones.
Collaborate regularly with the PMU’s Support Services Manager to ensure full compliance with DFID and DRC financial and administrative guidelines and policies.
Support the Field Program Team Leaders to ensure respectful and positive working relationships which allow for the effective implementation of all Programme activities. This is to be achieved through leadership, team building, day-to-day support, capacity-building and strong, generalist knowledge in
all of the Programme’s core sectors, including protection, migration and livelihoods.
Coordinate and support field-level recruitment processes and ensure that relevant staffing structures are in place and are reflective of appropriate gender balance.
Support the Field Program Team Leaders to promote professional development by identifying training and capacity building opportunities and ensure staff are well versed in core protection concepts, DRC's code of conduct, accountability, respectful dialogue with the refugee population, and prevention of sexual exploitation and abuse.
Collaborate with the PMU’s human resources team to ensure staff evaluations are conducted on a regular basis.
Collaborate regularly with the PMU’s Support Services Manager and supply chain team to develop and maintain procurement plans.
Collaborate regularly with the PMU’s Support Services Manager and supply chain team to ensure field-level supply processes are in place and fully compliant with DFID and DRC policies and standards.
Collaborate with the PMU’s Support Services Manager to ensure field-based records are well managed, fulfill DFID and DRC requirements, and are always up-to-date for use in donor reports.
Collaborate with the PMU’s Support Services Manager and finance team to monitor budgets to ensure field teams’ spending is in line with the Programme timeline and implementation schedules.
Support Field Programme Team Leaders to assume responsibility for staff safety in all areas of implementation.
Support Field Programme Team Leaders to ensure all relevant information regarding safety, security and the context is collected, updated and shared in a regular and timely manner.
Collaborate with the Chief of Party and PMU to make decisions and manage security incidents.
Experience and Technical Competencies:
At least 10 years' experience in relevant field.
At least 8 years' experience with people management.
Experience in managing a complex programme, including at the country senior management level.
Proven leadership skills and a competence in people management.
Experience with overseeing the implementation of a commercial programme, with experiencing implementing a DFID commercial programme a notable advantage.
Experience effectively coordinating with national partners, local and governmental authorities, NGO partners, UNHCR and other relevant stakeholders.
Full professional proficiency in English.
Education:
Master's degree in political science, international development, economics or other relevant field.
Languages:
Excellent verbal and written English.
