IntroductionThe Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997.
DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.
With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.
Overall Purpose of the JobAs a member of the Programme Management Unit (PMU), the MEAL Manager is responsible for the overall design and implementation of the programme’s MEAL system.
The role contributes to regular review and revision of the programme strategy, which is translated by the MEAL Manager into a comprehensive MEAL system, MEAL tools plans and strategies.
The MEAL Manager collaborates closely with programme partners, as well as members of the PMU, including the Technical Programme Manager and Programme Manager, to ensure rigorous and thoughtful monitoring of programme implementation.
Duties and ResponsibilitiesManagement and Technical Guidance: Lead the development of the programme’s MEAL strategy, system and tools ensuring these reflect sector-specific needs and best practices.
Working closely with implementing partners and with input from PMU’s technical team, oversee effective, efficient and timely implementation of the programme’s MEAL plans.
Collaborate with the Technical Programme Manager, Technical Specialist Leads and field teams to undertake assessments and analyses to inform programme design as well as to identify risks and vulnerabilities, including those related to gender, age and diversity.
Lead the PMU’s MEAL team to undertake regular monitoring visits.
Oversee and ensure the programme’s Real Time Leading platform is fit for purpose and is accurately capturing tracking programme achievement and progress.
Contribute to the strategic direction of the programme through active and ongoing participation in and contribution to learning initiatives and strategic planning efforts.
Collaborate with other members of the PMU to ensure effective coordination and visibility of the implementation of the programme.
Finance and Administration:
Collaborate regularly with the PMU’s Support Services Manager and finance team to monitor spending of the
Programmes MEAL budget.
Human Resources:
Ensure respectful and positive working relationships within the MEAL team which allow for the effective implementation of all MEAL activities. This is to be achieved through leadership, team building, day-to-day support and capacity-building.
Coordinate and support MEAL recruitment processes and ensure that relevant staffing structures are in place and are reflective of appropriate gender balance.
Promote professional development of the MEAL team by identifying training and capacity building opportunities and ensure MEAL staff are well versed in core protection concepts, DRC's code of conduct, accountability, respectful dialogue with the refugee population, and prevention of sexual exploitation and abuse.
Collaborate with the PMU’s human resources team to ensure MEAL staff evaluations are conducted on a regular basis.

Job Requirements
Required qualifications:
5 years of experience in managing complex MEAL programmes in humanitarian and/or development context, with a minimum of 3 years in senior management and coordination.
Exceptional understanding of MEAL principles and process, including database management.
Proven understanding of quantitative and qualitative research methodologies.
Demonstrable experience in designing and leading programme learning and staff capacity building.
Experience effectively coordinating MEAL activities with partner agencies.
Experience with MEAL systems on DFID funded programmes a notable advantage.
