DDG has operated in East Africa since 1999 with a focus on community-driven approaches to armed violence reduction (AVR) as well as explosive ordinance disposal.

Starting with mine action in 1999 in Somaliland, DDG has expanded programming throughout the region. The RSGC reports to the DDG Regional Head of Programme and will work closely with the Regional Conflict Analysis Coordinator, and other regional technical coordinators to technically support the development and implementation of high quality AVR projects and programmes across the region.

While the context in these areas differs on many fronts, there are several commonalities which include weak social cohesion, inter-ethnic tensions, presence of armed non-state actors, weak capacity of the state and moderate to high levels of armed violence and insecurity.

DDG’s programmatic response focus on promoting more human rights compliant and community sensitive security provision (security governance) and on supporting local efforts to manage inter-group conflicts.

DDG/DRC place strong emphasis on ensuring that programmatic responses are based on good conflict analysis and are conflict sensitive.

Responsibilities

  • This is a multi-country position with a direct reporting line to the DDG Regional Head of Programme, EAGL.
  • The RSGC will be responsible for working with DDG Programme Managers and other country and regional staff to develop relevant and effective programming in the areas of stability, fragility and resilience, and to ensure quality programming delivery.
  • Further the position will engage with key technical counterparts in other agencies, donor focal points and the technical disciplines within the broader DRC/DDG organisation at both country, regional and global levels.

    Main task and Responsibilities

    Programme development and programme guidance

  • Participate in the design and formulation of DDG AVR programming, as well as contribute to the start-up of new DDG AVR projects.
  • Ensure that all AVR activities are coordinated with and complementary to each other and well-coordinated with DRC and external partners.
  • Support DDG Programme Managers with proposal development for donor submission
  • Dissemination and operationalise guidance on developed practices from DDG AVR globally and in the region as well as monitor trends and practices from the broader AVR community.
  • Support DDG programmes to adapt and contextualise global practices to the Kenya and Somalia environments.

    Staff capacity development

  • Under the coordination and technical guidance of the Regional Technical Manager, ensure DDG’s Armed Violence Reduction field staff are well trained and have the relevant skills and capacity to deliver program efficiently and effectively.
  • Carry out field visits to project sites in support of DDG project implementation staff.
  • Provide technical and hand-on support to programme staff during development of funding proposals.

    Programme Quality

  • Ensure quality and coherence of the Armed Violence Reduction activities in each country, and monitor and follow up to the implementation of the plan together with country management.
  • Ensure a focus on programme quality assurance and lead on the DDG ambitions to be at the forefront programming in its specialised approaches.
  • Support the identification of new innovative methods for the improvement of DDG AVR programming in Kenya and Somalia.
  • Ensure strong and coherent data management, monitoring and evaluation within AVR, and DDG’s reporting structures working closely with the Regional Monitoring, Evaluation and Learning Team.
  • Support quality programme assessments, baseline studies, reviews and evaluations as well as impact assessment.
  • Work closely to with MEL counterparts to ensure that programmes are developed with strong data collection and monitoring mechanisms as well as impact assessment for AVR programming.
  • Ensure the incorporation of and focus on Youth and Gender in AVR programming, and guide the advancement of these approaches within the DDG portfolio

    Fundraising and communications

  • Support the DDG Regional Technical Manager in resource mobilisation efforts including
    through technical liaison and engagement with donors, stakeholders and technical working groups, forums etc.
  • Coordinate with other actors and stakeholders both at a country specific level and regional level to ensure that DDG AVR programming in well linked into other related initiatives.
  • Disseminate results in varied ways to enhance use in reports and in decision making.
  • Provide technical support to ensure that DDG is able to articulate and document relevant best practice.
  • Ensure documentation and consolidation of success stories, which can be communicated externally.

    Other

  • Other tasks as assigned by the Regional Technical Manager and which are related to the above responsibilities.
  • Support to countries other than Kenya and Somalia, where feasible and in prior agreement with the Regional Technical Manager.

    About you

    Essential Qualifications:
  • He/she should have At least 5 years programming experience in the areas of security governance, conflict management, social cohesion, peacebuilding, and stabilisation.
  • He/she should have a University Degree, preferably Master’s, in Conflict/Security issues, International Development, International Relations or other relevant subject.
  • He/she should have a Minimum of 7years working experience at an international level with humanitarian international NGOs or other operational agencies
  • He/she should have a Minimum of 7 years’ field experience in conflict affected areas; experience in east Africa and Great Lakes an advantage
  • He/she should have a Strong contextual understanding of the East Africa and Great Lakes region
  • He/she should have At least five years’ prior experience in staff mentoring, coaching and/or training
  • He/ she should have Proven experience in project management, including planning and project development, budget management, reporting, staff management and monitoring and evaluation
  • He/ She should be fluent in English and good French language skills
  • He/she should possess a High degree of computer literacy Desirable:
  • Ability to multi-task and cope with competing demands under tight deadlines.
  • Identify priority activities and assignments, adjust priorities as required.
  • Experience of leading the implementation of operational improvements and the persistence to achieve change in a challenging environment.
