Start of Contract & Duration: As soon as possible and 7 months with possibility of extension (Subject to fund availability)
IntroductionThe Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries throughout the world, including Ethiopia.
DRC fulfills its mandate by providing direct assistance to conflict-affected populations, including refugees, internally displaced people and host communities. Under its mandate, the organization focuses on emergency humanitarian response, rehabilitation and post-conflict recovery.
DRC commenced work in Ethiopia in 2009 and currently provides expertise in shelter, WASH, livelihoods and protection in the Gambella and Somali regions of the country.
Activities implemented by DRC are funded by money raised from the Danish public and by project grants from the Danish government and other bilateral and multi-lateral donors.
DRC’s operation in Gambella regional state currently makes up the largest portion of the DRC Ethiopia/Djibouti program’s activities in both programmatic and monetary terms. DRC’s work in Gambella is focused on responding to the refugee influx into that region from South Sudan.
DRC started operating in Dimma in February 2015, implementing a Child Protection in Emergency Program.. Its sectoral interventions in 2016 in Dimma are Child Protection, SGBV, Youth Empowerment Livelihoods and Shelter programs.
Position’s Overall ObjectivesWorking under the direct management of the Protection Team Leader, the Youth Empowerment Officer, is responsible to give a substantial contribution to technical guidance and management of the youth empowerment project as required in the project documents and protection programming; Capacity building of junior national and refugee staff, beneficiaries, duty-bearers and other stakeholders ; Developing, coordinating, and/or conducting awareness-raising, training and dialogue sessions in peacebuilding and conflict management in Okugu refugee camp
Responsibilities And TasksTo this end, it is expected that the Youth Empowerment Officer will perform the following tasks and responsibilities:
Technical Support:Develop and facilitate youth recreational activities in the youth friendly spaces
Plan and facilitate capacity building for youth, including training on peace building, leaderships vocational training and life skills
Involve the youth in youth-led awareness campaigns and initiatives targeting youth
Supervise and coordinate Social workers, and Role Models;
Develop and ensure compliance with case management standards, SOPs and guidelines
Conduct assessments and mappings and identify protection needs and vulnerabilities
Promote mainstreaming of Youth concerns and other protection concerns in all humanitarian interventions;
2.General Management and Support:**
Estimate quarterly program purchase requests according to the field requirements and submit requests on time.
Monitor supply and logistical needs of project and ensure adherence to all relevant DRC logistic policies, including management of materials in the warehouse including management of materials in the warehouse.
Ensure that all relevant financial documentation is complete and submitted to finance in a timely manner as required by
DRC finance policy.
Manage all youth center facilitators/ Incentive social workers, supporting respectful and positive working relationships which allow for the effective implementation of all DRC Protection activities. This is to be achieved through leadership, team building, day-to-day support and capacity-building.
Undertake daily supervisory, monitoring and support visits to project locations.
3. Reporting:
Under the direction of the Protection Team leader, support local level reporting for both internal and donor purposes on all Protection related activities. This will include providing weekly reports to the Monitoring, Evaluation and Documentation Officer.
Qualifications
Bachelor’s degree in in Education, Social Work, Sociology, Psychology or other relevant field from a recognized institution.
Minimum 4 years of experience in an entry to mid to level position, preferably with experience in the NGO field.
Commitment to learning and implementing organizational policies and procedures.
Full proficiency in Microsoft Office.
Excellent verbal and written proficiency in Amharic and English.
Additional Characteristics
Clear understanding of youth empowerment and protection, and issues surrounding youth empowerment/vocational training
Ability to lead, train, supervise, facilitate and motivate other Youth empowerment staff in their respective tasks in a professional, respectful and supportive manner.
Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail.
Ability to work as a member of a team essential.
Ability to communicate in English and write clear and concise reports in English.
Computer literate, including Microsoft Word and Excel.
Fluency in English language is required.
Strong planning, organization and problem solving skills with ability to work both independently and within a team in a demanding work environment.
Excellent personnel management skills, including diplomacy, tact and negotiating skills.
Integrity, strong work ethic, and ability to consistently meet deadlines under pressure.
Experience collaborating in protection, gender and human rights related activities.
Experience working with youth and young people and in community mobilizations and participatory approaches.
Experience living and working in cross-cultural and remote environments.
Ability to speak Anyak or Murle is an advantage.
