Job Description

Background of the Consultancy Service

The Danish Refugee Council (DRC) is leading an international consortium to deliver a £21 million program to protect would-be migrants and refugees from unsafe irregular migration through and from Ethiopia Amhara and Tigray regions of Ethiopia as well as Djibouti.

The 4-year program, funded by the Department for International Development, UK (DFID, UK), will address the barriers to reducing unsafe irregular migration from Ethiopia and ultimately reducing unsafe regular migration through and from Ethiopia, taking into consideration attention to the most vulnerable group -- women, girls and unaccompanied irregular migrants -- and coordination with key stakeholders.

The program is anticipated to be innovative, cross-sectoral and solutions-oriented with strong emphasis on research, learning and adaptive management.

Job Descriptions

The project has four outputs:

  • Output 1. Strengthened evidence base and informed analysis.
  • Output 2: Would-be migrants, refugees and returnees have increased access to information about unsafe and irregular migration – and the alternatives.
  • Output 3: Would-be migrants and refugees access viable alternatives to unsafe irregular migration and
  • Output 4: Vulnerable young migrants in transit and returnees have access to improved and integrated services and protection.

    The purpose of this consultancy service is to prepare Value for Money (VfM) indicators and to ensure that efforts to report against these indicators is mainstreamed across the programme, supporting its incorporation into decision-making and programme implementation. These indicators will be used to measure the performance of the project.


    The objective of this assignment, generally, is to study, design and prepare Value for Money Indicators of the programme that ensures the attainment of the envisaged objectives and to provide the measurable indicators that demonstrate the value of the programme overall.


    Specific responsibilities of the consultancy service will identify the following:


  • To propose he specific indicators to ensure economy, efficiency and effectiveness of the program.
  • To find out the specific activities related to the above proposed VfM indicators to ensure that the programme is being undertaken in accordance with the DFID result agenda.
  • To find out the risk and the mitigation mechanisms to achieve the VfM of the program.
  • The reporting has to include:
    DFID, systems and procedures for evaluating Value for Money, and the challenges and opportunities
  • DFID result agenda and with Ethiopia Migration Programme Alignment.
  • Evaluate proposed programme against DFID VfM indicators and identify strengths and weaknesses across components and partner organizations
  • Propose specific changes to the programme to improve the programmes VfM
  • During redesign of the programme indicators by the PMU, ensure the VfM considerations indicators are integrated.
  • The specific activities the programme management unit will follow to achieve VfM.

    Job Requirements

    Required Qualifications and Experience

    Eligible Candidates must have the following:


  • The assignment requires a high level of technical competence, knowledge and experience in in results-based management and fiduciary risk, including the management of DFID fixed priced performance-based contracts.

    The task requires, but not limited to the following qualification and experiences:

  • A minimum of eight years of practical experience including significant experience in Value for Money application in a DFID grant.
  • PhD, MSc, MBA, or other relevant post graduate qualification in Economics and Business Administration with a track-record of result base management and implementation.
  • A minimum of ten years of practical and/or managerial experience including significant experience in a result base management, specifically VfM
  • Work experience in the area of migration and refuges with commercial contract management.
  • Strong negotiating and communication skills, training, and a high degree of credibility evidenced preferably by effective dealings at high level officials; excellent result-based management; Strong knowledge and understanding Ethiopian Refuge Programme Context.

    As per the result of the technical evaluation, DRC will request to submit financial proposal.
