IntroductionThe Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997.
DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants.
The organization has offices across the region, and has been operational in Ethiopia since 2009.
With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.
Overall Purpose of the Role:
Reporting to the PMU MEAL manager, the Accountability Coordinator will be the technical lead for the design and implementation of the programme’s accountability framework in the inception phase.
In the implementation phase, the Coordinator will technically oversee the implementation of the accountability framework across all field sites and among all programme partners.
Responsibilities and Tasks With guidance from the MEAL Manager, technically lead the design and implementation of a programme accountability framework, with activities and tools aligned with Core Humanitarian Standards and broader programme implementation strategies.
Monitor and oversee the implementation of the programme’s beneficiary feedback and complaints response mechanism, including follow up on complaints, collecting and compiling findings and ensuring timely response to complaints across the programme.
Work with the wider MEAL team in field locations to promote beneficiary participation at all points of programming, especially during needs assessments, post distribution monitoring and design of accountability systems and activities.
Provide technical guidance and support to programme staff, including training and orientation on core humanitarian standards, code of conduct and safeguarding practices.
Provide ongoing technical guidance and promote common understanding and implementation of the programme accountability framework.
Ensure that beneficiary feedback and complaints response mechanism is operational, available and understood by EMP staff and beneficiaries in all EMP implementation sites.
Develop and review accountability communications materials to promote access to accountability mechanisms amongst beneficiaries.
Conduct regular field visits to monitor implementation of accountability framework, and
report non-compliance to PMU senior management.
Organize standard after action review including learning and reflection events, stakeholder consultation and proved feedback to program management team.
Document lessons learnt and best practice on accountability for the programme across sites and produce case studies and human interest stories as relevant.

Job Requirements
Experience and Technical Competencies
Minimum 5 years of experience, with program quality and accountability design and implementation experience on large scale projects.
Experience in the development or humanitarian sector, preferably in international NGO
Experience managing a complex beneficiary feedback and compliance systems including case investigations, post-distribution monitoring with exceptional understanding of humanitarian code of conduct, program quality and accountability standards and principles.
Experience managing and coordinating participatory review, monitoring, evaluation and learning with communities and stakeholders
Experience designing and overseeing the implementation of a MEAL system for DFID programme is an advantage.
Education:
BA/BSc in Development studies, Social Sciences, Economics, Law, or other relevant field from a recognised institution required
