Job Description

The Danish Institute for Human Rights is looking for an experienced project accountant, to be hired on a consultancy basis for the Danish Institute for Human Rights office in Addis Ababa.
You will be responsible for ensuring correct documentation on project related expenses in Ethiopia by the Danish Institute for Human Rights’ project-related Human Rights Commission (EHRC) to the donor (the European Union).

You will be reporting to the project manager at the Danish Institute for Human Rights (the Institute) on project-specific duties and the Department Director of the Human Rights, Africa department at the Institute. You will also be working closely with the Ethiopian Human Rights Commission’s Finance & Admin Director.

Main Duties and Responsibilities

Develop and maintain detailed knowledge and understanding of the grant contract, in particular of EU financial rules and regulations

Develop and maintain detailed knowledge and understanding of EHRC’s accounting system and documentation processes

Ensure EU cost eligibility criteria and Ethiopian Government compliance aspects are met in financial recording and reporting

Ensure general compliance with financial guidelines and appropriate approval levels of all documentation. Review EHRC consumption reports on the EU project as assigned, consider accuracy of information, supporting documentation and compliance of expenses with the budget and donor regulations

Support EHRC in ensuring proper documentation and in following relevant EU procurement processes

Ensure that all EHRC’s documentation in local languages is translated or as a minimum provided with a description in English

Support in verifying EHRC’s expenditures and payments to vendors based on approved procurement plans and processes, purchase requisitions and purchase orders.

Ensure that original documentation is received and archived in physical and electronic form on all related costs of the Danish Institute for Human

Rights incurred in our Ethiopia office.

Follow up with HQ project manager and project economist on errors or unallowable expenses

Notify the project economist and project manager of significant problems such as significant variance with the approved budget, cost share issues, or unallowable costs.

Support EHRC in follow up on lacking or incomplete documentation.

Assists with project related inquires for the annual audit and work with the Project Economist and project manager to prepare schedules and respond to questions.

Perform other related duties as required by the project manager.

Salary and Conditions of Employment

Expected duration of contract: Approx. 12 months. This position is on a consultancy basis and an extension cannot be guaranteed beyond the duration of the project end date in May 2024.

Salary: Gross monthly salary of circa 120.000-155.000 ETB, depending on the candidate’s proven qualifications and work experience.

Required Qualifications and Experience

BA Degree in Accounting and Finance a/o relevant degree

Good record of at least 5 years of relevant experience, preferably with international organisations and donors

Prior experience working on EU projects is required

Experience and knowledge of IFMIS, IFRIS and Microsoft Excel are required.

Knowledge of Amharic and English is required
