Vacancy AnnouncementDan Church Aid (DCA) is a legally registered international NGO engaged in development and humanitarian assistance to poor rural people in Ethiopia in partnership with Ethiopian NGOs and civil society organisations.
DCA Ethiopia is looking for a competent Livelihood and Food security project Coordinator for its livelihoods and Cash intervention in refugee camps and host communities in Gambella Region.
Under the supervision of the Senior Programme Coordinator, the position holder shall closely work with DCA project teams in Gambella, refugee coordinating agencies and local government towards to the attainment of the DCA Humanitarian Livelihoods projects.
Overall Job purpose:
The Livelihood and Food security Project Coordinator will contribute to the successful design, implementation and Monitoring and Evaluation of DCA Ethiopia’s fresh food e-voucher and livelihood interventions in Gambella both for refugees and the host communities.
The coordinator play a key role in coordinating the implementation of particularly DANIDA and BPRM Funded projects in Gambella with other key actors for a harmonised and well-complemented activities of livelihood and e- voucher intervention in Gambella.
The coordinator will also provide an ongoing technical support for the front-line staff and project stakeholders particularly related to Livelihoods, cash and Nutrition.
Key Duties & Responsibilities:
Lead on the beneficiaries targeting and verification and ensure that the targeting and registration is done in line with project focus and agreed targeting criteria.
Ensure fresh food markets function well and beneficiary complaints are addressed timely.
Ensure ongoing capacity building support is provided to Post distribution monitors and cooking demonstration incentive refugee workers.
Contribute to the Project proposal and concept note development with guidance of the Senior Programme Coordinator and other technical staff for possible funding.
Conduct comprehensive need assessments on a regular basis in collaboration with relevant staff and adjust the projects accordingly.
Develop detail implementation plan (DIP) and standard operation procedures (SOPs)for livelihood and fresh food voucher activities in collaboration with the project staff.
Design systems and ensure accountability, specifically to refugees, host communities, ARRA, donors and other stakeholders.
Ensure livelihoods project activities are implemented in accordance with donor requirements and as per the quality standard and agreed detail implementation,
Ensure a proper M&E plan is in place for each project and rollout through the project implementation period
In collaboration with Programme Monitoring and support IT and data base officer put in place project field monitoring tools and project database and ensure the database is updated regularly with
information from the field activities collected using digital devices
Lead/ participate in baseline/end line survey of the projects.
Provide timely high-quality project progress reports both for DCA internal and donor requirements and stakeholders;
Conduct regular field visit to the project location and provide technical support for the field officers and the market facilitators to ensure the project is implemented with the set standard and timeframe;
Make sure proper documentation and handling of project related documents (plans, reports, minutes, monitoring and evaluation reports etc.)
Collect lessons learned, best practices, case studies and support knowledge management;
As the DANIDA and BPRM funded fresh food and livelihood project budget holder, be accountable for all aspects of financial & resources management. Closely track the project budget regularly;
Organize and deliver technical training for field staff on livelihood and Nutrition;
Develop and maintain positive working relationships with DCA staff, local authorities, international and national organizations, as well as technical focal points for livelihood and fresh food voucher;
With Guidance from senor Programme Coordinator represent DCA in relevant forums, eg. Clusters, coordination structures with ARRA, donors and NGOs.
Required Qualifications
Bachelor Degree/Masters in sustainable development, international development studies or related field experience
Minimum of four years management experience with BA Degree
Minimum of two years management experience with Masters
NGO experience, in Cash transfer livelihoods and food security interventions are preferred.
Knowledge of IT desirable to operate / control e-vouchers
Good interpersonal and communication skills
Flexible, self-motivated and able to work independently with minimum supervision.
Good leadership skill and team player
Practical project managements Skill
High degree of professional responsibility and integrity.
Able to communicate in English both written and spoken
Experience working in Gambella and/ or other refugee camp setups in Ethiopian.
