Dan Church Aid (DCA) is a legally registered international NGO engaged in development and humanitarian assistance to poor rural people in Ethiopia in partnership with Ethiopian NGOs and civil society organizations.
DCA Ethiopia is looking for a competent Procurement and Logistics officer for its field office in Gambella.
The ProLog officer will be responsible for Procurement and Logistics activities of DCA Gambella field office measured by DCA procurement objectives and goals.

Job Summary
Under the overall guidance and supervision of the finance and admin coordinator, in Gambella and the direct functional support of the Procurement and Logistics Manager, in Addis and in close coordination with the Gambella field office area manager, the successful candidate will be responsible and accountable for Procurement and Logistics activities of DCA Gambella Field Office.
Specific Duties and Responsibilities
Manage and conduct overall Procurement & Logistics actions within Gambella Field Office, including property and assets control, supply, and contractual agreements for services and maintenance.
Take responsibility for all procurement planning, implementation and monitoring aspects related to procurement and logistics needs in the field office level and follow all field office procurement handed in the country office.
Liaise with Program Coordinators, Finance and Admin Coordinator and Finance team in Gambella Field Office regarding all Procurement, Logistics and service requirements, in order to consolidate overall procurement (or service) requirements and optimize purchasing power; propose and implement strategic adjustments towards increasing the effectiveness and accuracy of all Procurement & Logistic procedures.
Analyze procurement requests, identify service providers, and evaluate information regarding vendor's performance regarding quality, prices, and delivery of goods in view of the Organization’s best interests.
Assist the overall Programme based in Gambella by preparing bidding documents for the tendering of projects and issuing calls for tenders, oversee bidding processes, solicit bids, quotations, and tender documents, evaluate and select suppliers, and confirm terms of payment jointly with the procurement Committee.
Facilitate all procurement transactions and analyse them for conformity with specified requirements.
Follow-up on purchase orders status and keep Programme responsible abreast with estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions; ensure all expected materials are received in accordance with PO specifications, and that all goods are in good condition.
Create and maintain the database of vendor and contractor accreditation and evaluation status to ensure a pool of
reliable service providers to address the needs of the program objectives.
Establish and monitor a tracking system for purchase requisitions raised in the sub-offices; organize and maintain proper filing systems.
Undertake physical inventory of the assets in the sub-offices and update it on a periodic basis; implement effective systems for assets management; ensure that appropriate record is kept on assets disposal.
Direct and supervise store management practices, in order to ensure there is no undue overstocking or loss.
Manage and supervise the overall maintenance and repair of office facilities, including preventive maintenance.
Establish maintenance agreements with competent service providers, when it is feasible and determined to be cost effective.
Handle coordination of vehicle controls, and supervision of drivers, and management of fleet movements.
Ensure safe running condition of the fleet, and transportation of Danchurchaid staff in Gambella on official business; monitor accuracy of records according the Vehicle Log Book, Servicing/Maintenance records & Fuel Consumptions.
Manage, train and supervise staff dedicated to the above duties and responsibilities.
Perform such other duties as may be assigned.
Key Qualifications / Experience:
Masters/Degree level in Procurement and Supply Management or Logistics Management, Supply Chain Management, or related field from a recognized University
Minimum of 2 years of experience in similar Positions with Masters
Minimum of 4 years of experience in similar positions with BA
Technical & Other Skills
Professional Experience in the field of Procurement & Logistics, Supply Chain and other related fields;
Demonstrated knowledge of supply chain, administration and evaluation techniques and practices;
Demonstrated experience in liaising with donors, governmental authorities, and INGOs;
Good level of computer literacy, including database applications;
Ability to supervise staff and coordinate administrative activities;
Working experience in the region is an asset;
Experience within the International Humanitarian Field and within the organizations of the INGO and UN Common System.
Fluency in English is required.
Working knowledge of a local language is an advantage.
