About the LIFT programmeOverall Project Objective:
LIFT is a £72 million DFID funded programme that operates in 4 regions of Ethiopia (Amhara, Oromia, SNNPR and Tigray) and aims to support the Government of Ethiopia’s efforts for rural land certification and improved rural land administration systems to drive investment and increase productive land use.
It champions a market system approach which is a first for a land reform programme on this scale. This innovative approach specifically addresses constraints that prevents farmers from increasing the productivity of their land.
Purpose of the AssignmentContextThe LIFT programme is scheduled to end in August 2020 and a key priority of the programme is to improve the programme’s visibility within Ethiopia to various stakeholders engaged in the land sector as well as the programme’s M4P sectors to facilitate long lasting policy change.
LIFT’s Communications StrategyTo achieve this, LIFT’s Communications Strategy aims to bolster two key areas which includes:
1) Consolidating LIFT’s wealth of research and information into a knowledge management database to source information
for relevant stakeholders (Knowledge Management)
2) Developing a formal communications infrastructure to disseminate this knowledge as well as LIFT’s activities in a targeted manner (Communication Infrastructure)
Responsibilities of the Supplier To achieve the objectives of the Communications Strategy, LIFT is seeking to contract a Service Provider (single subcontractor or consortium) herein referred to as supplier to assist in its development, implementation and ongoing support and management and will include the following activities as listed below.
Organisations can either bid for all components or bid as a consortium of smaller organisations. If a consortium will bid for this there must be a lead consortium who will be responsible for the overall delivery of the above assignment.
Procurement Process:
Interested parties should submit a separate technical and financial proposal to undertake the first phase of the assignment which will include:
Undertaking an assessment of LIFT’s communication needs
Undertaking a stakeholder analysis
Developing an implementation plan based on the above
