DAI Call for Resumes - Uganda
Background: DAI seeks qualified candidates for an anticipated USAID-funded activity to improve service delivery through strengthened accountability, deepened public participation and oversight, and reduced corruption within Uganda’s public service sector.
This will be achieved by improving leadership and accountability for results, strengthening the standards, reward and sanctions systems for public officials, challenging the norms, attitudes and behaviors that fuel corruption, and support citizen engagement to demand better services.
The projected start date of the program is January 2021 and is contingent upon award.
The three main objectives of the SSPA Activity are:
Increased citizen voice, coalition building, and engagement with government to increase accountability and reduce corruption;
Enhanced key systems and standards within anti-corruption and accountability institutions at the national and sub-national level to combat corruption; and
Strengthened accountability processes within specific service delivery sectors, in particular natural resource governance in refugee districts and wildlife crime related corruption.
Primary Responsibilities:
Lead the development of program strategies, planning, and implementation of anti-corruption and accountability activities at the national and sub-national levels;
Provide technical assistance to various Ugandan institutions and Parliament oversight committees to increase transparency, improve accountability, and strengthen anticorruption systems and processes as part of their respective and collective roles in Uganda’s accountability sector;
Strengthen the capacity within anti-corruption and accountability institutions at the national and sub-national levels, including the parliament Public Accounts Committee;
Provide technical assistance for policy reform and implementation of the Ugandan anticorruption framework; and
Support for implementation of Uganda’s commitments as part of Extractive Industries Transparency Initiative.
Minimum Qualifications:
Master’s degree or higher in political
science, international studies, or a related field, and minimum of 8 years of relevant professional experience.
Substantial technical expertise and successful track record in advising government officials on transparency and accountability systems and processes at the national and sub-national level.
Technical understanding in at least one or more the following areas highly preferred: integrated governance for service delivery strengthening; decentralisation; capacity development; CSO strengthening; leadership and management; gender equity and social inclusion; youth participation; natural resource and wildlife governance; and/or refugee district context.
At least five (5) years of experience as a Technical Advisor, or equivalent technical leadership position in the implementation of USAID or international donor projects.
Ability to work effectively, responsively, and collaboratively with government counterparts such as GOU ministries and anticorruption institutions, CSOs, development partners, private sector partners, and academic/research institutions at national sub-national levels.
Excellent interpersonal and intercultural skills with a demonstrated ability to lead and work effectively with a wide range of diverse staff and stakeholders.
Strong communication skills – both written and oral – in English required.
