Purpose of activity / assignment:To support solarization of new health facilities.
To support in ensuring service continuity of previously solar systems installed by our client.
To provide technical coordination in procurement & logistics & overall project implementation support.
Background & rationale:In South Sudan, only 7.2 % of the population are accessible to electricity (World Bank 2020) & apparat from in Juba city, there is no national electric grid to power. Service delivery sectors like health facilities are highly dependent on electric power for the provision of services.
In countries like South Sudan, where access to electricity is very low, energy production is reliant on diesel generators. Frequent breakdown of diesel generators on top of logistics & financial pressures, health facilities usually suffer from a lack of reliable power, hampering their life saving effort.
In some health facilities with maternity, health workers use their mobile phone torches or candles to provide lighting for maternal health. Such poor lighting can affect the quality of work, specifically when precision is required.
This is counter productive to the health sector's agenda to provide quality healthcare for all with vaccines required to maintain a cold chain temperature of +2°C to +8°C, the current energy situation in health facilities poses a great danger to vaccine damage & loss of potency.
With the support of several donors, our client has been implementing solarization of national & sub national cold chain stores, as well as state hospitals to PHCUs which are offering the integrated vaccination of both COVID-19 & routine childhood vaccinations, emergency obstetric & neonatal care services & other primary health care.
The solarization activities are to bring positive changes in ensuring power availabilities
for keeping potency of vaccines, enhance health service delivers at hospitals & money saving that was meant for fuel of diesel generators.
Our client in South Sudan is seeking assistance in the form of a consultant equivalent to national Electrical & Mechanical Engineering, expert in Renewable Energy (Solar Engineer) to support solarization of health facilities, & maintenance of existing client supplied solar systems in the country.
Main duties & responsibilities include:In collaboration with partners, facilitate new health facility selection for solarization.
Conduct energy demand assessment at the selected health facilities to determine the size of solar system to be installed.
Produce BoQ, prepare drawings & set technical specifications.
Support supply section in issuance of sales order & purchase order.
Evaluate technical proposals of contractors.
Support in country logistics activities.
Monitor & supervise installation & commissioning activities.
Follow up on previously installed solar systems.
Key deliverables:
Site commissioning plan developed & shared.
Site supervision finding report.
Solar equipment transportation & installation plan developed & shared.
Installation quality supervision report.
A monthly comprehensive report on previously installed solar system functionality.
Final contract report.
Project reporting:
This role will work under the Cold Chain Specialist.
Key competencies:
B.Sc in Electrical / Mechanical Engineering with a minimum of 2 years’ working experience in the renewable energy sector. The 2 years of work experience can be substituted with a relevant Master’s Degree / Specialization in Renewable Energy & a minimum of 1 year work experience.
Fluency in English & knowledge of any other UN languages is an asset.
Extensive understanding of solar PV system.
Prior experience in solar PV installation & supervision.
Experience with site data collection, monitoring & database management.
Experience with solar energy systems other than solar PV.
Knowledge of energy efficiency & energy conservation concepts.
Experience with energy modelling software as well as generic engineering software like AutoCAD.
Team management:
This role has no team management responsibility. however, the personnel’s will have close interactions with our client’s Field Office program colleagues & will have frequent travel to the field for supporting coordination & planning at county level & monitoring the implementation of health activities in the ground.
