About the job

  • The CSIR has a vacancy for a Compliance and Reporting Manager in the Strategic Procurement portfolio.

  • The incumbent will lead and manage the Procurement compliance and reporting strategy and implementation.

  • This position is based in Pretoria

    Key responsibilities

  • Manage the compliance and reporting portfolio;

  • Develop and implement the Procurement compliance strategic and operational plans;

  • Review, develop and implement the Procurement compliance policy and strategy in line with legislation and regulations across CSIR;

  • Manage the compliance and reporting team;

  • Provide expert advice and drive procurement compliance issues with Group Executives;

  • Develop strategies to ensure procurement
    compliance with legislation, agreements, practices and ethical standards applicable to the CSIR businesses;

  • Design standard procurement operating procedures;

  • Analyse and validate existing protocols and/or recommend and implement necessary improvements;

  • Work with managers to ensure implementation of protocols by their respective teams;

  • Provide subject matter expertise and leadership to Procurement compliance programmes within other divisions/portfolios;

  • Advise organisation and departments on procurement compliance matters, new compliance laws and obligations and business transactions;

    Provide dedicated subject matter expertise to the entire organisation especially related to:

  • PFMA.

  • Procurement

  • Code of Good Procurement

  • Practice National Treasury Regulations

  • Ensure communication of regulatory updates to all parts of the business detailing impact to their businesses;

  • Coordinate with the appropriate government authorities on procurement related regulatory and compliance issues to acquire attestation for required official document;

  • Ensure appropriate training of relevant staff with respect to compliance strategies and requirements;

  • Oversee preparation of periodic compliance status reports to management and ensure responses to information requests from internal and external auditors;

  • Utilise data-analytics to monitor performance;

  • Provide monthly, quarterly and annual
    incident reports;

  • Ensure leadership and CSIR staff are apprised of Procurement governance trends and developments;

  • Assist the business in formulating and developing effective policies and making informed and contextual decisions to ensure CSIR operates within the confines of its best business practices;

  • Develop and propose innovative corporate Procurement governance policies, best practices and structures by recommending policies and procedures to the board and committees for approval and implementation while balancing governance needs and the CSIR's goals;

  • Monitor and evaluate the implementation of procurement governance policies and directives and recommend proposals to address deficiencies in order to achieve the organisation's overall strategic objectives;

  • Oversee and direct governance processes, including developing and implementing procurement compliant guidelines, templates, criteria and instruments to evaluate and enhance CSIR procurement performance;

  • Develop and manage compliance budget ensuring cost effective service delivery and compliance with financial legislative requirements;

  • Oversee adherence to the SHEQ programme within procurement compliance and reporting portfolio;

  • Provide leadership to the department and entrench organisational EPIC values, build good SHEQ practices, uphold ethical standards and behaviours;

  • Create a culture of customer service and continuous improvement;

  • Manage and develop staff to ensure high calibre procurement personnel who can achieve performance objectives in support of the SPU mission and vision;

  • Identify gaps for training or development of staff to assist with skills retention and succession planning;

  • Conduct performance management contracting and reviews for all staff at the recommended periods, for the purpose of managing and improving service delivery.

    Qualifications, skills and experience:

  • Post graduate qualification in purchasing or supply management or equivalent qualification with at least eight years’ experience in a procurement and supply chain environment of which five years’ is in compliance management;

  • Charted Institute of Purchasing and Supply (CIPS) certification will be considered;

  • Procurement compliance best practice;

  • Thorough knowledge of the Public Finance Management Act (PFMA) and other relevant legislation;

  • People management, including performance management;

  • Operational planning and implementation;

  • Resource planning and optimisation;

  • Customer service orientation, report writing and presentation skills;

  • Communication and engagement with senior executives;

  • Influence stakeholder acceptance of appropriate procurement risk management standards
