ICYD Background:

The ICYD activity, in the US$ 100-$299m range, will address USAID/Uganda's development objectives relating to child wellbeing, education, and youth development.

This activity will be a flagship program administered by the Office of Education, Youth, and Child Development, the unit responsible for the Mission's education and PEPFAR/Orphan and Vulnerable Children (OVC) funding streams.

The activity is the Mission's first integrated education/OVC initiative and will continue five current and/or recently closed projects -- two RTI-primed education projects, LARA and SHRP and three OVC projects, two primed by CRS, Sustainable Outcomes for Children and Youth (SOCY) and 4Children and one primed by World Education, BOCY.

The Contractor will use basic education, higher education, and PEPFAR/OVC funds to implement an approach that contributes to this activity's goal of Ugandan children and youth, especially the most vulnerable, receiving the support and services necessary to lead resilient, healthy, and productive lives. USAID/Uganda expects the ICYD activity to achieve the following:

  • Children and youth have improved learning outcomes;
  • Children and youth are safe and healthy in their community and learning environments; and,
    Youth practice positive behaviors and are able to make informed decisions about their lives and relationships.


  • ICYD incorporates two leading trends in USG funding -- co-creation and the transition to local partners. A strong co-creation and co-design element with both USAID and the Government of Uganda is envisioned during start-up, with the Mission seeking to build in a strong sense of local ownership for the project and its local sustainability approach.
  • During the five-year implementation period, the Contractor will consolidate all USG-funded OVC programming under ICYD (currently funded by USAID, CDC and DoD) and transfer the complete OVC implementation package over to local prime organizations.

    Job Summary:

    You will lead strategy development in the field of OVC and provide technical leadership and advice in line with CRS program quality principles and standards, donor guidelines, and industry best practices to the ICYD project and Country Program (CP) teams to advance the delivery of high-quality programming to the poor and vulnerable.

    Your expertise, leadership, and influence will be key in determining how effective, adaptive and innovative CRS' PEPFAR/USAID global/national OVC and youth development programming in Uganda.

    The STA will contribute to the strategies needed to ensure the fulfillment of all technical requirements of ICYD. She or he will build strong, collaborative, cooperative and cohesive relationships with the all key stakeholders, including across the ICYD contractor team, local partners, government, the private sector, and the donor.

    She or he will promote knowledge capture and dissemination of key learning to all stakeholders, as well as continuous innovation through Collaborating, Learning and Adapting (CLA).

    S/he will uphold CRS' high program quality standards and organizational values in all technical aspect of program implementation, specifically ensuring compliance to CRS' Compass standards, MEAL policies and procedures and other technical guidance.

    Roles and Key Responsibilities:

  • Effectively manage ICYD technical programming staff dynamics through effective supervision, training, coaching, and mentoring.
  • Provide coaching, strategically tailor individual development plans and complete performance assessment for CRS and partner staff and ensure the design and delivery of high-quality training and technical assistance.
  • Lead development and advancement of all ICYD OVC technical strategies, policies and innovative approaches in partnership with local institutions, to ensure intentionally integrated education, OVC and youth development programming, including application or partnership principles, building on existing successful models
    and implementation structures at national and sub-national level.
  • Provide technical leadership to ensure activities are implemented to meet targets, donor expectations and CRS quality standards, including in the areas of reading, school retention, OVC services in the first two years of the program while building the capacity of local partners to transition into primes for sustained service delivery.
  • Lead capacity strengthening initiatives in OVC programming for staff and partners through ensuring development of learning agendas/curriculums, organizing and/or facilitating trainings, workshops and conferences, and mentoring and coaching staff in innovative CRS approaches and tools.
  • Provide mentoring and coaching to TAs, as well as CP and regional staff.
  • Manage beneficiary transitions from closing USAID, CDC and DOD activities to USAID mechanisms in an efficient and timely manner to ensure uninterrupted service delivery.
  • Apply CLA to continuously improve project strategies and approaches, address programmatic and operational challenges and support innovation. Create and maintain proper conditions for learning and continuous improvement by establishing a safe environment and culture for knowledge capture and the dissemination of key learnings to all stakeholders.
  • Support the development of Monitoring, Evaluation, Accountability and Learning (MEAL) systems and tools to measure progress towards indicators, accountability and learning, as well as consistency and compliance with USAID and CRS policies.
  • Coordinate relationships with partner organizations, including the roles and activities of partner organizations and staff in line with CRS partnership principles, activity objectives, and donor requirements.
  • Build strong relationships and ensure coordination, collaboration, and cohesion between all activity contractor teams to achieve timely and high-quality delivery of deliverables and expected results.
  • Coordinate relationships with partner organizations, including the roles and activities of partner organizations and staff in line with CRS partnership principles, activity objectives, and donor requirements.
  • Ensure close coordination with other USAID/Uganda Implementing partners and other relevant in-country donor, GoU and private sector initiatives for complementarity, layering and maximum impact.
  • Lead design and implementation of agency-wide strategies, standards, tools, and best practices in OVC that effectively engage partners, donors, and governments.
  • Ensure a cross-sectoral approach that integrates gender, protection mainstreaming, and disaster risk reduction.
  • Effectively manage CRS' technical budget, as well as provide oversight to partner budgets, to ensure high quality stewardship of donor resources, compliance with all regulations, and efficiency in implementation.
  • Under the guidance of the Chief of Party, represent CRS and ICYD in workshops, conferences and meetings, ensuring ample representation with key stakeholders and support the Director in relation to all aspects of the project, as directed.

    Basic Qualifications

  • Master's Degree in medicine, public health, social work or international development required. PhD or equivalent degree (e.g., MD, DrPH, EdD) strongly preferred.
  • Minimum of 12 years of work experience in a senior technical position leading strategy, programs, teams, and partners related to OVC and/or HIV/AIDS services; a focus on Africa is
