CRS Program Manager II, Commodity & NFI Operations Jobs in South Sudan
Job SummaryYou will manage and provide technical oversight and team leadership in managing and coordinating all operations and logistics and staff for commodity and NFI management within the Resilience and Food Security Program (RFSP) funded by USAID Food for Peace (FFP) in Greater Jonglei.
You will supervise the teams, systems and procedures for all commodity supply chain operations functions in CRS for the RFSP.
You will plan and manage the service contracts with approved suppliers for port and clearing and forwarding, inland and secondary transport, porterage, fumigation and related services for the RFSP, including reviewing and approving service contractor’s invoices.
In coordination with the DCoP Operations and DCoP Programs you will plan and implement the annual sourcing, transportation, storage, and end line distribution of food commodity and program NFIs across the six counties of Greater Jonglei for the RFSP.
Knowledge, Skills and Abilities
Demonstrable knowledge to a high level of USAID’s rules and regulations including Title II food governing regulations (Reg 11), policies and procedures.
Knowledge and implementation experience of CRS policies and systems for inventory management and reporting.
Knowledge of and extensive experience in overseeing port operations, transit warehousing, marine surveying, clearing and inland transportation and distribution systems for USAID Title II commodity.
Demonstrable knowledge
and understanding of generally accepted commodity accounting principles and supply chain management and inventory principles.
Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions.
Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
Good training and facilitation skills with staff who have basic English language skills.
Proactive, resourceful, solutions-oriented and results-oriented.
Preferred Qualifications
Staff management experience and abilities that are conducive to a learning environment.
Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
Required Languages - English
Travel - Must be willing and able to travel up to 60% of the time.
Supervisory Responsibilities: End use checking team in Bor and operational counties
Basic Qualifications
Master's Degree in a relevant discipline. Additional experience may substitute for some education.
Minimum of five years’ experience in field-based, direct implementation of food commodity operations management, warehousing and distribution management, commodity accounting, food transfer programming and commodity accounting under USAID Title II.
Experience in leading and managing food commodity management distribution and accounting operations in remote and highly insecure field locations.
