Job SummaryYou will be responsible for overall budget monitoring and compliance oversight of GF Malaria Grant and all related sub-grants/sub-contracts.
You will oversee the design and implementation of strong internal controls and appropriate financial reporting procedures/policies for CRS, MoH and partners and minimize/manage risks associated with grant implementation, safeguard GF resources, achieve consistent compliance with GF grant agreement and approved workplan/budget, and GF and CRS’ policies, guidelines, and procedures.
You will coordinate assessments and the identification of support needs and their implementation as well as actively work with the You will lead teams spread across multiple locations and oversee partner implementation of activities in remote and insecure field locations.
You will actively coordinate with all other CRS programs and teams undertaking similar interventions and working in the same target areas.
Together with the program’s technical team, you will be based in Juba, Central Equatoria State and conduct regular and extended field visits to remote and insecure field locations.

Required Languages - English.
Travel - Must be willing and able to spend up to 40% of time in remote and insecure field locations.

Supervisory Responsibilities Finance Specialist and Finance Analysts.
Key Working Relationships
Internal: Country Representative, Head of Programs, Head of Operations, Global Fund Support Unit, Procurement and Supply Chain Manager, Program Manager II – MEAL/LMIS, GF Malaria Project staff, programs and operations management teams, and regional technical advisors.
External: National and local MoH, Global Fund Portfolio Senior Manager, GF Portfolio Team, ICN (CCM), Sub-recipients, USAID, CDC, UN agencies, other Global Fund Principal Recipients for the HIV/AIDS and Tuberculosis grants, national and state clusters consortium and local government authorities. This project is implemented through agreements with Government of South Sudan and civil society partners.
Basic Qualifications
Master’s degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a related field with a focus on accounting required.
Minimum of 5 years work experience in a similar position, preferably with an INGO and focused on health programming a plus and 3 years work experience on financial management for GF grants.
Experience with various donor regulations, especially GF. Understanding of the Federal Acquisitions Regulations (FAR) and Generally Accepted Commodity Accountability Principles (GACAP).
