Main Job Purpose

Reporting to the head of people partnerships, this role is responsible for supporting the Business to win and deliver projects by proactively sourcing suitable contractors for specific project opportunities. Specifically, this role will support the EACDS2, PACT 2 and GCI programmes.

It is anticipated that the role will initially be working on creating rosters for the bids and as bids are won the focus will change to recruiting candidates to specific calls downs, contracting them and organising the mobilisation and deployment of the contractors all within a very short time frame.

It is anticipated that the time from receiving the call down to the consultant /team of consultants being on the ground is 1-2 weeks.

The role may eventually become focused on the delivery of only one of the above programmes, rather than across all 3 programmes, subject to award.

Main Responsibilities of the Job

Project Resourcing

Quickly respond to project call downs and identify suitable candidates with 24- 48 hours

Create Rosters/pipelines of suitable talent to ensure that contractors can be quickly mobilized onto call downs

Define and calculate the cost base (to include employer social security and statutory employment costs if relevant) associated with Employment and Contractor solutions and ensure they are budgeted for

Responsible for maintaining and contributing to a resource/project demand tracker

Responsible for reporting into the project team/manager on the recruitment status in a proactive manner on live recruitments as this will be critical for call downs.

Responsible for participating in post bid/award meetings

Responsible for searching and screening the suitability of contractor, and preparing a short-list of suitable candidates for a specific project opportunity; ensuring they meet key requirements outlined by the project

Responsible for determining and understanding if any existing relationships exist with contractors by reviewing data in the applicant tracking system

Responsible for ensuring Proposal packages and due diligence processes have been

completed as necessary

Responsible for assisting project teams with selection interviews and assessment of contractors

Responsible for negotiating rates with contractors in co-ordination with relevant proposals and project teams

Responsible for ensuring that proposal packages are drafted and agreed in line with current contracting policies

Responsible for ensuring contracts are issued based on information submitted by the project

Supporting deployment and mobilisation activities of consultants

Database Management

Responsible for ensuring that contractor data and documentation received is maintained in the applicant tracking system (e.g., rates, updated CVs)

Responsible for setting up engagements and maintaining the status of activities throughout the sourcing process in the system

Client Relationship

Responsible for communicating the status of resource requests to project teams in a timely manner

Responsible for coordinating with project teams in a timely manner to gain an understanding of the quality of a contractor

Responsible for maintaining a relationship with contractors throughout the life cycle of a project

Responsible for developing a partnership with contractors and leveraging the networks of contractors

People

Responsible for maintaining oversight of recruitment resources and activities in their assigned project ensuring resources are deployed in accordance with the operational requirements of the project.

Qualification

A level standard or equivalent working experience

Extensive experience of recruiting/resourcing in a very fast paced international recruitment environment

Experience of recruiting humanitarian and climate change international development professionals is preferred
