Job purposeThe Global Fund Programme Team Leader is responsible for the delivery, performance and management of the Malaria Prime Recipient grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) in South Sudan. The grant is performance-based, and the programme is delivered through sub-grants to multiple Sub-Recipients (SRs).
You will have overall responsibility for leading and overseeing all aspects of programme strategy development, planning, implementation, review, surveillance, M&E and operations. Further, to lead communication and partnerships activities, including ensuring a high quality programme is delivered and performance targets are met; contractual obligations, including effective budget management, are met in a timely and cost-effective manner; sub-grants to the sub-recipients are well managed; coordination with the Ministry of Health and other key stakeholders; and leadership and management of a GFATM PR team with diverse professional backgrounds.
Main responsibilities
Leadership and Technical Guidance
Ensure achievement of the programme’s objectives, per the grants’ performance frameworks; developing strategic plans, annual and quarterly work plans, and overall management of the grant’s implementation in line with TGF guidelines;
Ensure high quality technical leadership and oversight is in place for the programme;
Ensure that programme teams, including sub-recipients, are familiar with programme design and targets agreed to in the performance framework;
Oversee technical assistance and trainings efforts to build the capacity of government systems in service delivery, human resource, financial, procurement supply chain, and programme management;
Contractual Compliance and Financial and Grant Management
Ensure compliance with all relevant administrative, human resources, procurement and financial policies and procedures of GFATM and CA regulations and procedures;
Oversee the control of expenditures within budgets
Ensure appropriate implementation, oversight and monitoring of sub-grants to all sub-recipients, including ensuring flow down and compliance with all GFATM regulations and procedures.
Representation, Networking, and Partnerships
Represent Crown Agents as the PR and ensure effective management of relationships with TGF secretariat, TGF Fund
Portfolio Manager, MoH, key stakeholders, health partners, the Local Fund Agent and the South Sudan Country Coordinating Mechanism (CCM)
Establish and maintain professional and institutional relationships with government ministries and departments through sharing of reports, providing verbal updates and being transparent in CA PR management.
Staff Management and Development
Manage, mentor and provide guidance to all project staff in country to ensure programme targets are met;
Establish, build, and nurture effective teamwork within the team and ensure a cohesive workplace environment for optimum staff retention and motivation;
Programme Documentation, Monitoring, Learning, and Research
Ensure good practice by supporting the development of strong M&E mechanisms with relevant monitoring tools and systems in place to support high quality implementation by partners
Identify gaps in the standards of delivery of the programmes by partners through a robust monitoring process;
Document implementation successes, challenges, and lessons learned and share them with all relevant stakeholders;
Lead on setting research agenda with other key partners and commissioning studies/assessments to document evidence of impact and best practice;
Track and evaluate key interventions, to assist in lessons for sharing, building an evidence base of operational research, surveillance and M&E approaches
Qualification and Experience
Minimum 7-10 years of relevant experience
Advanced university degree in public health, medicine, health economics, international development or related field;
Demonstrated experience working with the TGF and ensuring compliance with TGF requirements;
Experience and understanding of Malaria related intervention – an advantage
Proven successful experience in financial and grants management, including sub-grant management, and budget and procurement control
Demonstrated success and understanding in working across cultural differences and the political and ethical issues surrounding public health issues among key populations
Demonstrated ability to develop, lead, and mobilise a team of direct and indirect reports
Understanding of procurement and supply management issues in large-scale public health programmes;
