About the roleCrown Agents is seeking a Monitoring and Evaluation (M&E) Specialist for a multi-year U.S. Agency for International Development Office of Transition Initiatives (USAID/OTI) program that supports the Government of Ethiopia to promote democratic structures, supports policy reform, and develops strategic communications.
The M&E Specialist will be based in Ethiopia and have overall management responsibility for the program’s monitoring and evaluation.
ObjectiveThe M&E Specialist will support oversight of the monitoring, evaluation and learning system for reporting progress against expected results and maintain reporting procedures and guidelines in compliance with OTI systems and regulations.
The M&E Specialist will help the project team to develop and refine a strong monitoring and evaluation plan and system consistent with the project results framework, coordinate the collection and validation of data, monitor completeness of data sets, and monitor project performance against targets.
They will contribute to efforts for building the capacity of government partners and other stakeholders on activities related to M&E, which may include data collection, utilization, and dissemination.
Roles and responsibilities Help to refine and implement the project’s M&E system, including developing and refining indicators; setting targets; monitoring program progress; ensuring timely data collection; writing reports; and working with the OTI and field teams to track the budget in relation to all program results and outcomes.
Provide inputs to
the technical team by assisting in developing the design of programme goals and objectives, MEL systems, tools, and strategies, including database(s); and providing monitoring data to inform the decisions on project performance and future direction to the program.
Provide analysis at the strategic, program, and activity level.
Support and co-ordinate external evaluations.
Regularly produce, and support production of other high-quality reports on the results of the project against the project goals and objectives, providing reviews and quality control.
Engage proactively with OTI and ensure that the project complies with OTI performance reporting requirements.
Visit field locations to design processes to assist and promote effective activity, programme monitoring, evaluation and continued learning.
Collaborate with OTI and program technical and management teams to identify essential project activities, processes, and outcomes to document, and design a system for capturing lessons learned; implementation, impact and contextual analysis; and best practices.
About you
The ideal candidates for this roster will be able to demonstrate reliability, flexibility and resilience in a variety of working environments. The following attributes would be advantageous.
Degree in a relevant discipline (statistics, evaluation science, public policy, social sciences, political science, or other related degree).
At least 5 years of demonstrated experience designing and implementing monitoring and evaluation activities in developing countries.
Deep understanding of USAID/OTI programs and OTI’s approach to Monitoring and Evaluation is desired
Experience working in Ethiopia is desired.
Excellent command of monitoring and evaluation methodologies.
Previous experience implementing and managing a rigorous MEL system including developing and refining performance monitoring plans is required.
Experience managing Management Information Systems (MIS) is strongly preferred.
Knowledge of data collection protocols to ensure accurate data collection and verification; plus, the ability to identify data trends and communicate this information for strategic decision-making in program implementation.
Excellent organizational, verbal and written communication skills to manage project communications and disseminate project information are required.
Excellent skills in MS Excel, Word, PowerPoint; proficiency in MS Access preferred.
English language fluency required.
