About the Role

  • Crown Agents seeks to appoint a Fund Director to work on an exciting Health Pooled Fund South Sudan (HPF3) project.

  • This is a five-year, multi-donor programme led by the British Government’s Foreign, Commonwealth and Development Office (FCDO) and including the Government of Canada, the Swedish International Development and Cooperation Agency (SIDA), the United States Agency for International Development (USAID), GAVI – The Vaccine Alliance and the European Union (EU). HPF3 began in October 2018 and will end in October 2023.

  • This is a senior leadership position, reporting directly to the Team Leader. It has significant management responsibilities for the operational delivery of the programme across all programme outputs and in maintaining the highest standards of programme delivery.

  • The Fund Director will maintain strong relationships across the programme; within the senior management team, with technical team members and with the leadership of the implementing partners (IPs). The post-holder will liaise closely with – and be supported by – the Programme Management unit in London.
    This position is based in Juba, South Sudan, with some travel to all of the HPF supported States expected.

    Responsibilities

  • Assume overall responsibility for implementing IP performance management

  • Work closely with the Programme Management Unit in London to help support any contract amendments or procurement of new IPs

  • On an annual, and sometime bi-annual basis, review IP budgets, contracts and workplans and implement amendments or process improvements within IP contracts

  • Ensure IPs are reporting and achieving deliverables

  • Work closely with the Project Accountant and Fund Administrators in London to understand IP financial spend and performance management

  • Work with the Fund Administrators to approve IP procurement plans

  • Work closely with the Programme Manager to design any emergency response funding and monitor IP performance

  • Work closely with the Programme Management unit in London to monitor IP’s KPI performance

  • Actively participate in the quarterly Quality Improvement meeting, providing feedback on IP performance and input on IP action plans
    Provide line management to the IP Managers, HRH Manager and Verification Manager.

  • Ensure IP Action Plans
    are communicated to IPs and overseen by the IP Managers

  • Ensure IP Action Plans and other IP activities are verified by the Verification Manager

  • Serve as the TL’s advisor on IP management with FCDO and Subcontractors

  • Escalate all risks and IP performance concerns with the TL

  • Attend IP country director meetings with the TL

  • Prepare monthly, quarterly and annual reports for submission to the Client.

  • Present IP performance management updates at the monthly donor meetings, quarterly Steering Committees and SAB.

  • Be responsible for implementing policies or adjusting policies to local context and environment

  • Lead start-up and close-down procedures for Implementing Partners and the Programme operations Personnel

  • Support recruitment as needed

  • Oversee HPF fund management staff development and capacity building - structure, staffing, hiring, training programmes, and staff performance reviews;

    Requirements

  • Bachelor's degree in a relevant subject from a reputable university with minimum of 10 years of experience in management. With an advanced degree/MBA a minimum of 5 years’ experience is required

  • Experience working with a large number of implementing partners

  • Well-organized, attentive to detail, and able to handle multiple tasks simultaneously, prioritize, and meet deadlines

  • Knowledge of the South Sudan context or extensive experience working in fragile states

  • Experience working with governments and civil society organisations in developing countries

  • Able to thrive in a fast paced working environment with shifting priorities

  • Strong administrative and communication skills

  • Excellent interpersonal skills including cross-cultural experience

  • Deep knowledge of best practices in financial management required

  • Excellent knowledge of Excel, Access Word and PowerPoint required

  • Knowledge of QuickBooks or similar finance and accounting software

  • Good leadership skills and strategic orientation

  • Financial management and reporting skills

  • Excellent understanding of accrued accounting

  • Excellent verbal, analytical, organizational and written skills

  • Excellent management skills and ability to work in a team environment

  • Excellent verbal and written command of English

  • Prior experience with an NGO a plus

  • Knowledge of Grants management

  • Knowledge of key donor reporting requirements (FCDO, USAID World bank other international donors) an advantage
