    Program Overview:

  • The five-year READ II project, funded by USAID, will boost the quality of literacy instruction and student support, reaching out to children at risk of failure and dropout caused by cognitive, emotional and physical effects of hunger, violence, and displacement.
  • READ II seeks to better equip teachers with effective early grade reading instruction techniques and materials in seven mother-tongue languages and English, while simultaneously building a culture of reading in the school, home and community.

    Position Summary:

  • The Reading Specialist provides technical support for Grades 1 to 8 Mother Tongue and English teachers and reading and writing instruction-related coaching and mentoring in two READ II target regions (Oromia and SNNP).
  • The Reading Specialist liaises with Colleges of Teacher Education on in-service training related activities and coordinates technical elements of programming related to the use of ICT in teacher professional development and support to learners with special needs. The Reading Specialist further provides technical support on across the READ II programmatic areas. The job holder is expected to travel up to 40 percent of his/her time.

    Reporting & Supervision:

  • The Reading Specialist reports to the Regional Director in the region of assignment and works under the technical leadership of the Senior Reading Specialist.

    Primary Responsibilities:

  • Contribute to the design and development of teacher training, mentoring, and other technical materials to improve Grades 1 to 8 Mother Tongue and English as a Foreign Language instruction
    Coordinate the adaptation of teacher training, mentoring, and other materials for Grades 1 to 8 Mother Tongue instruction and lead their validation at the regional level
  • Support READ II Leadership and Delivery Capacity Building team in delivering planned capacity building activities
  • Serve as a key liaison with Colleges of Teacher
  • Education (CTEs) in the design and implementation of CTE-led
    teacher professional development initiatives
  • Support READ II, the Regional Education Bureau, Colleges of Teacher Education, and other stakeholders in order to effectively utilize technology for in-service teacher professional development
  • Support READ II, Regional Education Bureaus and other stakeholders to improve and expand access to instruction for learners with special needs
    Work with the Regional Education Bureau, Woreda, school, and READ II staff to support the continual improvement of READ II implementation, based on post-test performance data and information on individual teacher performance
  • Support selection and preparation of Supplementary Reading Materials in the Mother Tongue
  • Collaborate effectively with the Regional Education Bureau, Colleges of Teacher Education, and Zonal and Woreda officials
  • Ensure linkages and synergy around reading and writing instruction across the three Intermediate Results, Monitoring, Evaluation & Learning, and Cross Cutting Areas of the program
  • Contribute to quarterly and annual reports, success stories and other communications
  • Support ME&L staff in tracking, monitoring and evaluating activities in the assigned region
  • Contribute to organizing, planning and facilitating training and other READ II-related activities
  • Other related duties as assigned by the immediate supervisor.

    Position Locations:

  • Oromia Region (1); Hawassa, SNNPR (3, one for each of the following languages - Hadiyyisa, Sidaamu Afoo, and Wolayttaatoo)

    Job Requirements

    Required Skills & Qualifications:

  • Bachelor and/or Master’s Degree in Mother Tongue education.
  • At least 6 years of experience specifically to improve education programming directed to rural, ethno-linguistic underserved populations;
  • Demonstrated experience and knowledge of teacher professional development
  • Proven experience developing effective teacher professional development materials for reading and writing instruction in one or more Mother Tongues (Afaan Oromo, Hadiyyisa, Sidaamu Afoo, Wolayttaatoo) and in English as a Second Language
  • Professional Proficiency (written and spoken) in one or more Mother Tongues (Afaan Oromo, Hadiyyisa, Sidaamu Afoo, Wolayttaatoo)
  • Fluency in English and other relevant local languages.
