Operations Manager for an anticipated civic engagement and peace project, funded by USAID, to promote stability, local solutions, and citizen participation to mitigate conflict and empower civil society in South Sudan.
The Operations Manager is to be based in Juba, South Sudan and will be responsible for operations and administration of the project including logistics and procurement.
Primary Responsibilities:
Assist in the preparation of a schedule of all operations related tasks (including logistics and procurement) that need to be performed, and a timeframe for their completion;
Facilitate and monitor the implementation of the election calendar through providing one-on-one adviser assistance to warehouse and operations managers;
Liaise closely with the DCOP and security personnel in incorporating new initiatives as part of election improvement capacity;
Brief and make presentations to the project staff and key stakeholders on electoral operations, logistics, and procurement;
Assist in the design and development of the transport, handling, warehousing and distribution system which ensures security in supply and delivery in the most cost effective way, liaising with security and field ops support staff in Creative HQ;
Facilitate import/export and operations materials, i.e. customs
clearance of procured goods;
Prepare and maintain project exemption letters and shipments logs;
Advise on operations and inventory system;
Advise on development and implementation of the distribution plan for inventoried equipment;
Work with Finance and Administration team on the receiving of goods and inspection process;
Required Skills & Qualifications:
Experience with procurement in high risk and volatile work locations, preferably sub-Saharan Africa;
At least five (5) years of relevant work experience, including experience with a contractor or international NGO managing an office or program on electoral operations;
At least four years of experience supervising complex, high-speed, and challenging procurement operations in developing countries;
Experience with operations, logistics, and procurement, as well as subcontracts;
Knowledge of operating procedures in security in high-risk environments, and basic knowledge of operations procedures in a high-risk environment;
Experience in conflict, post-conflict, or transitional state environments;
Proficient oral and written communication skills in English;
Strong organizing skills; and
Previous experience working with USAID desired.
