Job DescriptionTax Fairness Cooperation Project
Background: The Ministry of Revenues (MOR) in collaboration with Addis Ababa Revenue Authority has launched the Tax Fairness Cooperation Project (TFCP) to deal with the shadow economy in targeted business hubs within Merkato.
The objective of the project is to identify active businesses operating outside the tax net or evading taxes and facilitate the registration as well as full tax compliance by these taxpayers through target educational programs.
The project is anchored around a small team of Data Analysts that is designed to carry out detailed supply chain mapping and analysis of strategic goods traded in the Merkato area, build full profiles of businesses attached to these chains.
About the role The Senior Data Analyst will join the TFCP, a joint initiative between Addis Ababa Revenue Authority and the Ministry of Revenues, to bring businesses out of the shadow economy and ensure speedy inclusion into the tax net.
The data analyst role will be an opportunity to contribute toward the success of a project that aims to help Ethiopia increase revenues and minimize widespread adverse effects of the underground economy.
The Senior Data Analyst will play a crucial role in advancing the analytical capabilities of the project and will have an opportunity to shape how the project utilizes data in its daily operations.
The Data Analyst will be given significant ownership over her or his work and will contribute to the professional development of others in the project.
ResponsibilitiesThe Senior Data Analyst will support the creation and strategic direction within the project on a ‘demand basis’.
In pushing these initiatives forward, the Senior Data Analyst will work closely with the Project Manager.
Likely support will involve preparing data for analyses, conducting key analyses, problem-solving to overcome issues, training project staff on analytical techniques, escalation of initiative roadblocks and tracking of overall progress.
Responsibilities and duties will include Data compilation and validation: Navigating the complex organization of the business landscape to quickly gather, organize, clean and validate data from credible sources
Analysis: Analyzing and designing target interventions based on strategic areas, products, and businesses. Once targeted interventions go live, run diagnosis of performance constraints as well as
track and evaluate the project, and designing and running a visual representation/dashboard
Other: supporting the project manager and project colleagues in defining how to use data in decision-making in their respective intervention areas such as developing Key Performance Indicators (KPIs) and sizing the potential impact of the TFCP initiatives.
Job Requirements
Required Skills, Capabilities and Mindsets
To successfully deliver the above responsibilities, the ideal candidate will have the following skill sets and capabilities:
Data Processing and Analysis (Required)
Conceptual problem solving to determine how to use data to measure performance
Gathering data from the Ministry of Revenue and Addis Ababa Revenue systems and other government and private sector sources using Excel, SQL or other similar programs
Merging, structuring and cleaning up data
Conducting analyses in Excel, Tableau, and potentially more advanced statistical packages
Sense checking and validating data and analytical output to ensure accuracy
Creating data visualization tools using Tableau or similar programs
Building data management capabilities by coaching and training others
Delivery and Project Management (Good to have)
Project management: planning, tracking and reporting on activity progress
Managing upward, reporting and escalation of initiative progress for data and analytics initiatives
Tracking and reporting on TFCP initiative progress, including preparing reports for the Project Manager
Tracking and mitigating initiative risks
In addition to these capabilities, the candidate must demonstrate the following mindsets:

Required qualifications:
Ideal candidates will have excellent professional and academic credentials. Of particular interest, are candidates with the following qualifications:
Bachelor’s Degree in statistics, economics, computer science, engineering, or related field
3+ years of data analytics experience at a high-caliber organization or environment
Proficiency in SQL, Excel, and Access plus a statistical analysis package (e.g., R, Stata, SPSS, SAS, Alteryx)
Experience working with Ethiopian government data or similar settings in other countries
Experience in data visualization (e.g., Tableau)
